She also described damage around her bathtub and an opening covered by a trash bag after old pipes were removed.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cThey took the old pipes out, put new pipes in, but they left the trash bag over it \u2014 and I have a toddler,\u201d Dozier said.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Dozier also said she has seen snakes and rats in the apartment. Those claims have not been independently verified by News4JAX.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Calloway Cove was formerly known as Washington Heights. Millennia bought the property in 2018, renamed it Calloway Cove and began renovations.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">A 2019 fire destroyed part of the complex. Afterward, inspectors found several safety issues.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The complex\u2019s last three U.S. Department of Housing and Urban Development inspection scores were:<\/p>\n<p>2021:\u00a077<\/p>\n<p>2023:\u00a067<\/p>\n<p>May:\u00a082<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">HUD considers a score of 60 or higher passing. All three inspections received passing scores.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">However, the 2021 and 2023 inspections were flagged for health and safety deficiencies. The 2021 inspection also noted smoke detector deficiencies.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">News4JAX tried to speak with the property manager about the reported conditions and work completed at the complex. The manager did not come to the door.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The property owner directed the station to a call center. A representative took contact information, but no one had returned the call at the time of publishing this story.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Previous News4JAX reporting found that the complex had a history of fire code violations before the 2019 fire.
