The long-awaited Harbor Drive roadway reconstruction and resurfacing project is underway, but the official groundbreaking ceremony with Village of Key Biscayne Mayor Joe Rasco and County Commissioner Raquel Regalado is set for 9:30 a.m., on Tuesday, Sept. 22.<\/p>\n
The event will take place on the corner of Island Drive and Harbor Drive (use 851 Harbor Drive for directions).<\/p>\n
The Harbor Drive improvements will span from Crandon Boulevard to West Mashta Drive and will be done as a partnership with Miami-Dade County, using Mobility Impact Fee funds.<\/p>\n
Milling the surface on the southern tip of Harbor Drive, from Mashta Circle to The Point, began Monday, Public Works Director Chris Miranda said.<\/p>\n

The project comes in at a cost of $2.38 million, with the County assuming about $1.9 million and the Village taking on a $500,000 bill.<\/p>\n
“It’s one of our main access roads,” Miranda said.<\/p>\n
The project will include:<\/p>\n
\u2022 Roadway reconstruction and resurfacing<\/p>\n
\u2022\u00a0Curb and concrete improvements<\/p>\n
\u2022\u00a0Utility adjustments<\/p>\n
\u2022\u00a0New pavement markings and signage<\/p>\n
\u2022\u00a0Patterned pavement and other roadway improvements<\/p>\n
\u2022\u00a0Traffic management during construction<\/p>\n
“The enhancement to the traffic circles are still awaiting decisions by the Council,” Miranda said, regarding the type of material that will be used.<\/p>\n
Construction will take approximately 180 days, with completion anticipated around February 2027, weather permitting.<\/p>\n
