{"id":402732,"date":"2026-09-17T18:26:58","date_gmt":"2026-09-17T18:26:58","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/402732\/"},"modified":"2026-09-17T18:26:58","modified_gmt":"2026-09-17T18:26:58","slug":"usf-st-pete-researchers-finalizing-flood-monitoring-camera-project-across-pinellas-county","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/402732\/","title":{"rendered":"USF St. Pete researchers finalizing flood monitoring camera project across Pinellas County"},"content":{"rendered":"<p>\t\t\t\t<a href=\"https:\/\/www.usforacle.com\/wp-content\/uploads\/sites\/2\/2026\/09\/G96A5819-scaled.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-95641\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/09\/G96A5819-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\"  \/><\/a>The 37 cameras, developed by USF professor Barnali Dixon, take a photo every 15 minutes to collect data on water levels in common flood areas.<br \/>ORACLE PHOTO\/JEANELLE HENDERSON<\/p>\n<p>In 2023, researchers from the USF St. Pete began developing technologies to monitor floods, including cameras and an app.\u00a0<\/p>\n<p>Flooding in St. Petersburg is a recurring problem that usually happens over the summer and fall, as it is often caused by hurricanes and summer thunderstorms, according to the <a href=\"https:\/\/www.nssl.noaa.gov\/education\/svrwx101\/floods\/\" rel=\"nofollow noopener\" target=\"_blank\">National Severe Storms Laboratory<\/a>.<\/p>\n<p>The water may take minutes, days or weeks to go away, and the flooding can damage homes, roads and property, according to the <a href=\"https:\/\/www.nssl.noaa.gov\/education\/svrwx101\/floods\/\" rel=\"nofollow noopener\" target=\"_blank\">National Severe Storms Laboratory<\/a>.<\/p>\n<p>Trying to address this disaster, USF professor Barnali Dixon and her team developed static cameras to monitor flooding and collect data on water levels in Pinellas County.\u00a0<\/p>\n<p>Earlier this month, a camera was installed in Perry Bay View Park near Clam Bayou, according to <a href=\"https:\/\/baynews9.com\/fl\/tampa\/news\/2026\/08\/12\/usf-flood-monitoring-camera-installed-at-clam-bayou\" rel=\"nofollow noopener\" target=\"_blank\">Bay News 9<\/a>.<\/p>\n<p>Alec Colarusso, a PhD student at USF St. Pete working on the research, said the team chose that spot after the city of St. Petersburg recommended installing a camera there.\u00a0<\/p>\n<p>\u201cIt\u2019s usually a nice coastal low-lying area,\u201d Colarusso said. \u201cThere are flood protections in place, but most of the time they don\u2019t always ideally work as well.\u201d<\/p>\n<p>Colarusso said the cameras they use are a Raspberry Pi \u2014 which is a small, low-power computer that can be programmed to control devices and perform specific tasks, according to the <a href=\"https:\/\/www.raspberrypi.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Raspberry Pi website<\/a>.<\/p>\n<p>\u201cThink of your desktop, the computer you\u2019re on right now, just very, very small. So it has limited capacity,\u201d Colarusso said.\u00a0<\/p>\n<p>The team programs this computer to use a camera to take a photo every 15 minutes, and when it is not taking a picture, it is in a low-power mode.<\/p>\n<p>\u201cThis allows us to be completely off the grid, so we can use solar and batteries, and take as many pictures as we need to ensure we\u2019re getting constant coverage of that,\u201d Colarusso said.<\/p>\n<p>These cameras each take about 96 photos a day and operate 24 hours.<\/p>\n<p>\u201cOur goal over here is to collect people\u2019s lived experience as a photograph, then use machine learning algorithms to make data out of it, so we can further validate and calibrate maps and models,\u201d Dixon said.<\/p>\n<p>Related: <a damage in Tampa<\/a><\/p>\n<p>The project includes a neighborhood reporting web app called <a href=\"https:\/\/flood-report.cris-hazard.org\/#start=2026-08-12&amp;end=2026-08-19\" rel=\"nofollow noopener\" target=\"_blank\">Flood Report<\/a> \u2014 Dixon calls it \u201cWAZE for flooding\u201d.<\/p>\n<p>She said residents upload a real-time photo of flooding, warning others in the community to avoid that area, just like the traffic app Waze, according to the <a href=\"https:\/\/www.stpetersburg.usf.edu\/news\/2026\/flood-monitoring-system-expands-from-research-tool-to-critical-community-resource.aspx\" rel=\"nofollow noopener\" target=\"_blank\">USF Newsroom<\/a>.<\/p>\n<p>Waze is a navigation app that provides real-time directions, traffic updates and road information based on users\u2019 reports, according to the <a href=\"https:\/\/www.waze.com\/pt-BR\/waze\" rel=\"nofollow noopener\" target=\"_blank\">Waze Website.<\/a><\/p>\n<p>Dixon said the pictures taken are used to cross-check the data from the Flood Report app and extract flood height using AI in order to have quality control of the data.<\/p>\n<p>\u201cThese cameras [are] helping them see what is going on in their backyard, and especially the app, because [the] app actually helps neighbors help another neighbor,\u201d Dixon said.\u00a0<\/p>\n<p>The project has 37 cameras feeding information to the Flood Report App, all placed around Pinellas County in flood-prone areas, according to <a href=\"https:\/\/www.stpetersburg.usf.edu\/resources\/resilience-information-system\/details.aspx\" rel=\"nofollow noopener\" target=\"_blank\">USF St. Petersburg<\/a>.<\/p>\n<p>The camera locations were chosen using past flooding data and hurricane high watermarks with indications from flood managers from Pinellas County, cities and municipalities, according to <a href=\"https:\/\/www.stpetersburg.usf.edu\/resources\/resilience-information-system\/details.aspx\" rel=\"nofollow noopener\" target=\"_blank\">USF St. Petersburg<\/a>.<\/p>\n<p>Dixon said another camera is waiting for contract approval to be installed in Riviera Bay.\u00a0<\/p>\n<p>Related: <a monitor flooding during hurricanes<\/a><\/p>\n<p>In 2023, Dixon received a $1.5 million National Science Foundation grant to conduct the research.<\/p>\n<p>The U.S. National Science Foundation is an independent federal agency that funds research in science and engineering, according to the <a href=\"https:\/\/www.nsf.gov\/about\" rel=\"nofollow noopener\" target=\"_blank\">U.S. National Science Foundation<\/a>.<\/p>\n<p>However, this contract will not last long.<\/p>\n<p>\u201cThe contract is going to be ending in 2026, and then the city and county hopefully will assume the operating costs for those cameras,\u201d Dixon said.<\/p>\n<p>Colarusso said the funding was very helpful in the beginning of the project as prototyping is labor-intensive.<\/p>\n<p>\u201cSo we are able to keep the cameras running, even though we\u2019re losing out on funding,\u201d Colarusso said. \u201cMost of that was just startup costs.\u201d<\/p>\n<p>Yet, Dixon said they are still waiting on funding to know if they will be able to add cameras in other counties.<\/p>\n<p>Now that almost all the cameras are installed, Colarusso said he is looking forward to the point where they will be able to better serve the community beyond just data collection.\u00a0<\/p>\n<p>\u201cWell, with the cameras, we now do have that information, and we\u2019re better able to understand the flood depth and extent at these different locations, so that can improve flood forecasting and just knowledge of where flooding is,\u201d Colarusso said.<\/p>\n","protected":false},"excerpt":{"rendered":"The 37 cameras, developed by
