(WCTV) &#8211; The president of a Leon County non-profit is charged with numerous counts of aggravated child abuse and child neglect, according to court documents.<\/p>\n<p class=\"text | article-text\">Juming Delmas, 38, was arrested Wednesday by Leon County deputies on nine charges of aggravated battery on a child and one charge of child neglect, the court records revealed. He was arrested at Tallahassee International Airport as he arrived home after being notified of the investigation, court documents say.<\/p>\n<p class=\"text | article-text\">Delmas is the president of Infinite Spectrum, <a href=\"https:\/\/infinitespectrumfoundation.org\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/infinitespectrumfoundation.org\/\">according to the organization\u2019s website<\/a>. The non-profit provides support and resources for those with autism.<\/p>\n<p><img decoding=\"async\" class=\"figure-img img-fluid mx-auto d-block\" fetchpriority=\"low\" loading=\"lazy\" alt=\"Leon County man arrested for aggravated child abuse after teen calls police for foster care...\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2026\/09\/1789794254_183_KBSRGJBFNVFJBA3C7LUUBFUVBE.png\" width=\"980\" height=\"551\" \/>Leon County man arrested for aggravated child abuse after teen calls police for foster care resources(Leon County Jail)<\/p>\n<p class=\"text | article-text\">He appeared in court Friday morning, where he was denied bond until his next hearing. WCTV is working to learn when that hearing is scheduled to take place.<\/p>\n<p class=\"text | article-text\">During the hearing, the victim\u2019s mother spoke, pleading not to allow Delmas \u201cto buy his way out of his inhumane cruelty.\u201d<\/p>\n<p class=\"text | article-text\">\u201cMy son is missing 3-4 teeth in the front of his mouth. Juming is a danger to society and less than a human,\u201d she said. \u201cI was told by DCF that this was one of the worst cases they\u2019ve ever seen. Please give him no bond so he can suffer like my son did.\u201d<\/p>\n<p class=\"text | article-text\">The woman told WCTV that she had noticed bruises and other marks on her son during visits over the years, which Delmas allegedly tried to excuse.<\/p>\n<p class=\"text | article-text\">She said her family put in several calls for welfare checks, but an arrest was never made.<\/p>\n<p class=\"text | article-text\">\u201cHe\u2019d [Delmas] say he\u2019s a boy,\u201d she said. \u201cHe\u2019s been out playing and rough housing and things of that sort.\u201d<\/p>\n<p class=\"text | article-text\">The 38-year-old suspect\u2019s first court appearance comes just two days after he was taken into custody. <\/p>\n<p class=\"text | article-text\">Wednesday, law enforcement responded to a call from a teenage child describing abuse and asking for foster care resources. <\/p>\n<p class=\"text | article-text\">The child was at the residence with another adult when law enforcement arrived. <\/p>\n<p class=\"text | article-text\">The teenager told law enforcement about a lengthy history of abuse beginning around October 2025, with the most recent incident reportedly happening on Tuesday, according to court documents.<\/p>\n<p class=\"text | article-text\">The teen explained he has to wake up at 4 a.m. every morning to complete his daily chores, but had woken up late on Tuesday. Delmas then allegedly struck the teen in the arm with brass knuckles before handcuffing him to a door.<\/p>\n<p class=\"text | article-text\">\u201cHis clothes were bad. I think just kids being kids, they made fun of him,\u201d the teen\u2019s mother said. \u201cBut, they didn\u2019t know what he was going through.\u201d<\/p>\n<p class=\"text | article-text\">Delmas then reportedly took a PVC pipe and struck the teen multiple times.<\/p>\n<p class=\"text | article-text\">A neighbor heard the teen screaming for help and called 911, court documents show. When deputies arrived, Delmas told them there was a verbal altercation. The teen agreed at that time, but later told deputies he was afraid to tell the truth with Delmas around.<\/p>\n<p class=\"text | article-text\">One neighbor, who wished to stay anonymous, said this type of behavior wasn\u2019t uncommon.<\/p>\n<p class=\"text | article-text\">\u201cHe was standing in the yard, holding the yard rake, and he slapped him upside the head,\u201d said the neighbor. \u201cHe only hit him one time, but before he did I could hear him down there fussing at him.\u201d<\/p>\n<p class=\"text | article-text text-center\">More on crime in our area: <\/p>\n<p class=\"text | article-text\">According to court documents, a piece of wood being used as a doorstop was also used to hit the child while he was handcuffed to his bed in a separate incident.<\/p>\n<p class=\"text | article-text\">The teen told law enforcement Delmas had previously burned his face and body with an electric steamer.<\/p>\n<p class=\"text | article-text\">Court documents further stated another incident in which Delmas handcuffed the child to the bed and placed a piece of plastic to his face, covering both his nose and his mouth. Delmas would allegedly put pressure on the plastic to restrict the child\u2019s ability to breathe. <\/p>\n<p class=\"text | article-text\">The child also told law enforcement that Delmas would use a rope and power cords as part of the abuse.<\/p>\n<p class=\"text | article-text\">The court documents further detail an instance that occurred when the teen was in 7th or 8th grade in which Delmas struck him in the face with a leather belt with enough force to break his front tooth in half. <\/p>\n<p class=\"text | article-text\">Court documents also report that the teen was only fed noodles while home. The teen told authorities he would get in trouble for taking food from the kitchen and would scavenge for food in the trash can.<\/p>\n<p class=\"text | article-text\">Delmas allegedly charged the teen $700 a month in rent, according to court documents. If unable to pay rent, he was forced to sleep outside. <\/p>\n<p class=\"text | article-text\">Delmas also reportedly charged the teen between $25 to $50 each time he is disrespectful toward him, according to court documents.<\/p>\n<p class=\"text | article-text\">\u201cIf you see something, report it the first time,\u201d said the neighbor. \u201cYou never know what\u2019s going on.\u201d<\/p>\n<p class=\"text | article-text\">Delmas is being held in the Leon County Jail.<\/p>\n<p class=\"text | article-text\">WCTV previously featured Infinite Spectrum.
