An apology has been issued. Students have been identified for disciplinary action. But nearly a week after an image from a high school volleyball game ignited outrage across Northeast Florida, one question remains: Is this the end of the Black doll controversy — or the beginning of a larger conversation about accountability, race and how students are treated when they enter someone else’s school?

The Nassau County School District announced it has completed its investigation into the Sept. 10 girls’ volleyball match between Fernandina Beach High School and Jacksonville’s Andrew Jackson High School. The district apologized directly to Andrew Jackson students, coaches and families, acknowledging that what happened inside the Fernandina Beach gym failed to meet its standards for dignity and respect.

“We are deeply sorry for the events that occurred in our gym, along with the hurt and distress it caused,” the district said.

What the investigation found

According to the district, the Black baby doll at the center of the controversy was brought to the game by a Fernandina Beach student enrolled in a parenting class. The student was carrying the doll as part of a class assignment.

During the match, however, other students removed the doll from its carrier. Investigators determined that two students, at separate times, held the doll in the air while shouting.

The district called the conduct “inappropriate and unacceptable.”

Administrators said their investigation included photographs, video, interviews and witness statements, along with a review of the Florida High School Athletic Association report. Nassau County Superintendent Kathy Knight Burns and Duval County Public Schools Superintendent Christopher Bernier also remained in communication during the investigation.

The district said it could not substantiate allegations that racial slurs were used during the match. But officials made an important distinction: A lack of evidence confirming racial slurs did not make the behavior involving the doll acceptable.

“The absence of substantiated racial slurs does not make the other described acts acceptable,” the district said.

Discipline — but few public details

The district said students whose behavior violated its Student Code of Conduct have been identified and their cases are being handled through established disciplinary procedures.

What those consequences are, however, has not been made public. Federal student privacy protections restrict the district from disclosing disciplinary information about individual students.

And that unanswered question became a focal point Tuesday night.

Just hours after the district announced its investigation was complete, dozens of parents, students, clergy and community leaders filled First Missionary Baptist Church in Fernandina Beach for a community meeting.

For them, “investigation closed” did not necessarily mean “case closed.”

“What wasn’t addressed is the consequences of the behavior that took place,” said the Rev. Darien Bolden Sr., pastor of First Missionary Baptist.

Bolden stressed that the gathering was not intended to pit Fernandina Beach against Jacksonville. Instead, faith leaders called for accountability while urging the communities to move forward together.

“We’ve got to live together as one community. We’ve got to work together as one community,” Bolden said. “We want our children to know that they ought to be able to step on a volleyball court, basketball court, football field, baseball diamond, and know that they’re safe.”

Beyond what the camera captured

Community leaders also cautioned against allowing the investigation’s inability to substantiate racial slurs to overshadow how Andrew Jackson students said the experience affected them.

The Rev. R.L. Gundy, senior pastor of Mt. Sinai Missionary Baptist Church in Jacksonville and president and CEO of the True Southern Christian Leadership Conference of Florida, described students as leaving the encounter feeling frightened and humiliated.

“They were fearful. They were scared. They were intimidated,” Gundy said. “They felt degraded. They felt dehumanized, and it’s not right.”

What happens now?

Nassau County Schools says its response will extend beyond disciplining individual students.

The district and Fernandina Beach High School are reviewing athletic-event supervision, security and crowd-management procedures. Staff expectations and response protocols are also being reviewed, while Fernandina Beach students are expected to participate in instruction and activities centered on respect, leadership and community standards.

Administrators from Fernandina Beach and Andrew Jackson are also working to create opportunities for student leaders and athletes from the two schools to meet — an effort the district says is intended to rebuild trust rather than simply move past the controversy.

“Our goal is not simply to move beyond what happened, but to learn from it, rebuild trust, and strengthen the relationship between our school communities,” the district said.

That may ultimately determine whether Sept. 10 becomes remembered simply as “the Black Doll Incident” — an ugly moment investigated, disciplined and closed — or as the moment two school communities were forced into a much broader discussion about race, respect, accountability and what adults must do when young people cross those lines.

The investigation may be over. The story of what comes next is just beginning.

FERNANDINA BEACH, Fla. — The investigation is closed. An apology has been issued.
