Actually, people have already gotten hurt. People have gotten hurt in my own neighborhood,” O’Hanlon said.

The proposed ordinance would allow e-bikes on sidewalks but set a speed limit of 10 miles per hour for regular bikes and electric devices. O’Hanlon argued that the limit is too low, even for regular bikes. During the council’s discussion, some members appeared to favor increasing the limit to 15 miles per hour.

Other concerns raised by residents included what penalties the ordinance would include.

“No scenario should exist where an 11-year-old with his fishing pole riding his e-bike should be allowed to be arrested, printed, sent through the criminal justice system, his bike impounded with no other aggravating factors,” one resident said.

Foley clarified that the ordinance would impose civil penalties, starting with a warning and escalating to a $50 fine for the first violation.

“But nobody is getting arrested or fingerprinted?” one council member asked in the meeting.

“Everything related to the ordinance is civil in nature,” Foley said.

He said when it comes to other devices, like electric motorcycles, those devices can fall under state statute, where criminal penalties could be in play. But those devices don’t fall under this ordinance.

One council member suggested delaying the ordinance to allow for further review.

“I think we have more work to do on this one,” the council member said.

The council ultimately decided to continue discussions at an upcoming work session before holding a public hearing in October.

Oviedo weighs e-bike ordinance after crashes, resident warnings OVIEDO, Fla. — The city of Oviedo began discussions Monday…

[11
187,27779,29315,6303,161641,153683,2339,2340,29041,139,141,140,5765,992,161642,156111,13730,161643
post-406857","post","type-post","status-publish","format-standard","has-post-thumbnail","category-orlando","tag-city","tag-council","tag-device","tag-discussion","tag-e-bike-ordinance","tag-foley","tag-hour","tag-mile","tag-ordinance","tag-orlando","tag-orlando-headlines","tag-orlando-news","tag-oviedo","tag-people","tag-regular-bike","tag-resident-warning","tag-speed-limit","tag-tom-ohanlon
["GET
