The proposed millage is actually a 0.48% reduction from the current 2.8846 mills

Among the changes since the First Budget Hearing would be a FY 26 Capital Improvements Program reconciliation, in which $105,477 could be rolled over to FY 27. Among the options:

• Transfer $26,334 to the Harbor Drive Improvement Project to help fill the funding gap (the recommendation)

• Option A: Use $79,143 to reduce millage

• Option B: Invest $79,143 in current capital or operations requirements

Chief Financial Officer Benjamin Nussbaum will explain why $526,334 is needed to support circle paver installation on the Harbor Drive Improvement Project, which impacts the Capital Improvement Program list. Recommendations to solve that include:

• Transferring $500,000 from the Resurface Roadways Village Wide project and/or defer the project

• And, transferring $26,334 from CIP rollover funds

Nussbaum and Village Manager Steve Williamson also will show a long-range of annual, anticipated capital improvement projects through 2032.

There are 11 new capital improvement projects (totaling $4.958 million) among the 34 (23 continuing) for a grand total of more than $71 million, although grants and other sources of funding chisel into that.

Nussbaum will show that $71,435,278 is earmarked for FY 27 projects, followed by a big dip to $10,433,000 in FY 28 (likely anticipating the Amendment 3 vote on Nov. 3) and then back up to $31,463,500 for FY 29.

Included in the Village’s current operating budget is $4.152 million for non-operating expenses, including $1.059 million for debt service.

Miami-Dade budget finalized

Miami-Dade County’s $14.26 billion budget was approved by the Board of County Commissioners last week for Fiscal Year 2026-27, keeping operating property tax rates flat at 4.57 mills.

Prioritizing public safety, public transportation and community services while building reserves highlighted the proposed budget by Mayor Daniella Levine Cava.

Despite facing significant budget constraints, Mayor Levine Cava identified additional revenues and savings to restore $12.5 million in the adopted budget to restore early-morning service on 45 bus routes, protecting service for working families who rely on bus service before 6 a.m.

“After months of hard work and conversations with both our Board of County Commissioners and our residents, I’m so proud of what we have accomplished together,” she said. “We passed a balanced, fiscally responsible budget that lives within our means and protects the services you count on every day.”

The Miami-Dade Sheriff’s Office will receive more than $67 million in additional funding, bringing its total budget to approximately $1.2 billion dollars.

“This budget is about priorities, accountability and respect for taxpayers,” County Commission Chairman Anthony Rodriguez said. “We can invest in our communities, protect public safety and find savings without continually asking residents to pay more. That is the commitment I made from the beginning, and it remains my commitment today.”

Throughout the budget process, Rodriguez voted against any proposed rate increases while continuing to work to address residents’ concerns and identify additional resources while maintaining fiscal responsibility.

“Passing the budget is not the end of the work,” Rodriguez said. “We have to continue looking for ways to make government more efficient, protect the services people rely on and make sure taxpayer dollars are being used wisely.
