GADSDEN COUNTY, Fla. (WCTV) – A Florida State Hospital employee is accused of sexual misconduct with a patient, according to court documents. <\/p>\n
Justin Hall was arrested and charged with a felony sexual offense, court records show. <\/p>\n
The victim, a mental health patient at Florida State Hospital, claimed Hall exposed himself to her multiple times. <\/p>\n
Arrest papers show the victim told investigators she was in Hall\u2019s office waiting for a phone call. She claimed Hall placed his hand on her knee and kissed her.<\/p>\n
The victim claimed Hall told her not to tell anyone. She tried to take a highlighter and pen as evidence of her being in the office, since she knew there were no cameras in there, court documents show. <\/p>\n
Hall then demanded she return the items before he allegedly undid his pants, revealing himself to her. The victim described him as grabbing her head and wanting her to perform oral sex on him, according to court documents. The victim said no and told Hall they needed to \u201cgo back.\u201d <\/p>\n

In a separate incident, Hall allegedly asked the victim to lift up her bra before touching her, court records show. During this incident in his office, Hall also allegedly passed a note to the victim saying \u201cI love you.\u201d <\/p>\n
Hall also allegedly exposed himself to the victim again. Arrest papers show the victim said she had to go to class and he pulled his pants back up before they both left his office. <\/p>\n
Arrest documents said Hall had worked at Florida State Hospital for 23 years and explained to investigators that all meetings with patients were documented and completed in groups, not one-on-one. <\/p>\n
He denied having one-on-one meetings in his office and said he had not met individually with the victim. <\/p>\n
Investigators confronted Hall with surveillance footage that showed him and the victim entering his office. He alleged he forgot those instances. Arrest papers show Hall denied all allegations of sexual misconduct.<\/p>\n
When searching his office, investigators found the crumpled up love note, according to arrest documents.<\/p>\n
WCTV has reached out to the Department of Children and Families for comment on this case.<\/p>\n
