ST. LUCIE COUNTY, Fla. (CBS12) \u2014 Nearly two years after his arrest, former Fort Pierce City Manager Nicholas \u201cNick\u201d Mimms is set to begin trial proceedings Monday in St. Lucie County.<\/p>\n

Jury selection is expected to begin at 9 a.m. Mimms was arrested in August 2024 and accused of bid tampering and official misconduct in connection with a city bidding process involving two vacant, city-owned lots in Fort Pierce\u2019s Lincoln Park area.<\/p>\n

According to the Florida Department of Law Enforcement, the investigation began after the agency received a complaint alleging inappropriate conduct involving a request for proposals to develop the property. FDLE accused Mimms of using his position to help Lincoln Park Young Professionals secure a lease for the lots. Investigators said the nonprofit was formed by two city employees, including Mimms\u2019 niece.<\/p>\n

Investigators also accused Mimms, who served as project manager for the request for proposals, of influencing the language and evaluation criteria used in the bidding process and sharing nonpublic information with the nonprofit before the bid became public.<\/p>\n

The property, located at 1134 and 1138 Avenue D, was intended to become a community center called \u201cThe Root,\u201d with plans that included a library, classroom space and pop-up markets.<\/p>\n

The lease was later terminated in 2024 after Lincoln Park Young Professionals told the city it was no longer pursuing the project.<\/p>\n

Mimms had served as Fort Pierce city manager since 2015 after previously working as deputy city manager and project engineer for the city.<\/p>\n

Monday\u2019s proceedings are expected to focus on selecting a jury before testimony begins.<\/p>\n
