Estero officials said the village is among 13 Florida municipalities with the rating, placing it in the top 4% statewide. S&amp;P cited the village\u2019s strong reserves, conservative financial management, policies and planning, and low fixed costs and liabilities. The assessment also accounts for Estero\u2019s proposed debt issuance and ongoing capital needs while recognizing strong local incomes and a growing economy.
