Without expansion, that deficit could grow to 13 gates by 2032.

Airside D is designed to address that problem by adding 16 gates and substantially more passenger-processing capacity.

The project represents the third and final major phase of the long-range Tampa International Airport Master Plan.

Previous phases resulted in major improvements including the Rental Car Center, SkyConnect automated people mover, roadway expansion, Main Terminal improvements, Blue Express Curbsides and other infrastructure projects.

International Passenger Growth Is a Major Factor

One of the biggest reasons Tampa needs Airside D is the airport’s growing international business.

International passengers currently arriving on many overseas flights are processed through the Federal Inspection Services facility at Airside F.

Airport planning documents show that the existing facility has the ability to process approximately 900 passengers during a peak hour.

Future demand requires capacity for approximately 1,530 international passengers during a peak hour, according to airport planning documents.

The new Airside D will provide that additional capacity with its own international passenger-processing facilities and U.S. Customs and Border Protection operation.

The official financial and project details are available through Tampa International Airport.

That distinction is important when looking at reports claiming Tampa is spending $1.5 billion specifically to avoid “losing half” of its international passengers.

TPA’s own planning materials describe a different issue: the airport needs substantially more Customs, gate and passenger-processing capacity to accommodate expected future demand. The airport has not publicly projected that half of its international passengers will simply disappear if Airside D is not built.

Airside D Will Be TPA’s Largest Airside

At approximately 600,000 square feet, Airside D will become the largest Airside terminal on the Tampa International Airport campus.

The new facility is being built between existing Airsides C and E and will include:

16 gates for domestic and international flights
A new U.S. Customs and Border Protection facility
International baggage claim
A TSA security checkpoint
New baggage-handling facilities
Glass passenger boarding bridges
A new automated passenger shuttle and guideway
Restaurants and retail businesses
Two airline lounge spaces
A children’s play area
A sensory room
A quiet room
Extensive passenger seating and charging outlets
Natural lighting and landscaping throughout the facility

The final design was approved by the Hillsborough County Aviation Authority in February 2026.

Additional design information is available from Tampa International Airport.

Delta Air Lines Will Be the Anchor Tenant

One of the country’s largest airlines has already made a major commitment to Airside D.

Delta Air Lines was selected as the new terminal’s anchor tenant by the Hillsborough County Aviation Authority.

Delta has committed to occupying at least six of Airside D’s 16 gates.

The airline will also operate one of the terminal’s two lounge spaces, with a Delta Sky Club planned for the mezzanine level.

Delta currently operates from Airside E at Tampa International Airport. Moving a substantial portion of its operation into Airside D will also create additional gate flexibility elsewhere on the airport campus.

The agreement allows Delta’s commitment to Airside D to extend for as long as 20 years.

More information about the anchor-tenant agreement is available from Tampa International Airport.

Airside D will not be an exclusively Delta terminal. Other domestic and international airlines will also use the facility’s gates and Customs facilities.

Construction Is Moving Quickly

Tampa International Airport officially broke ground on Airside D on December 18, 2024.

Much of the initial work focused on preparing the site, removing old concrete, installing utilities, preparing foundations and constructing supporting infrastructure.

The project has since moved into vertical construction.

By 2026, crews were building major structural components while continuing work on the terminal’s concrete floors, aircraft apron, baggage infrastructure and automated shuttle guideway.

The enormous project involves considerably more than constructing a terminal building.

Airside D includes interconnected projects involving the terminal itself, shuttle guideway, aircraft apron, fueling infrastructure, passenger boarding bridges, checked-baggage systems and automated passenger shuttles.

Current construction updates are available through Tampa International Airport.

Airside D Is Now Scheduled to Open in 2029

Older reports about Airside D frequently list 2028 as the terminal’s opening date.

That timeline has changed.

Tampa International Airport’s current schedule calls for approximately 75% of construction to be completed by late 2027.

The building is expected to be substantially completed in late 2028, followed by final preparations, testing and commissioning.

Airside D is now scheduled to open to passengers in 2029.

That updated opening date is important for travelers reading older articles about the project.

The Price Tag Has Increased

The Airside D project was initially widely described as a $1.5 billion expansion.

When the Hillsborough County Aviation Authority approved the terminal’s final design in February 2026, the estimated cost was approximately $1.528 billion.

The investment includes far more than the visible passenger areas.

The project incorporates major baggage systems, Customs facilities, aircraft ramps, fueling infrastructure, passenger boarding bridges, utilities and automated transportation systems required to connect the new facility with the rest of Tampa International Airport.

Airport financing documents also show the project drawing from multiple funding sources, including federal infrastructure funding, Florida Department of Transportation funding, airport authority funds, airport revenue bonds and passenger facility charges.

Preparing TPA for Decades of Growth

Airside D is ultimately about increasing the amount of traffic Tampa International Airport can handle without sacrificing the passenger experience that has made TPA popular with travelers.

The airport expects continued population growth, tourism and business activity throughout Tampa Bay to produce additional demand for air travel.

Without more gates and international processing capacity, TPA’s existing facilities could increasingly become a constraint on airlines wanting to add flights.

Airside D is designed to provide breathing room.

When it opens in 2029, Tampa International Airport will gain 16 additional gates, a second major international passenger-processing facility and significantly more flexibility to accommodate additional domestic and international service.

For Tampa Bay travelers, that could translate into more flights, more destinations and greater competition among airlines.

For Tampa International Airport, the approximately $1.5 billion investment represents a major effort to make sure one of Florida’s busiest airports is prepared for the next generation of passenger growth.

Related Stories

Tampa International Airport is
