LUCIE, Fla (CBS 12) — A proposed 150-unit assisted-living facility in Port St. Lucie is moving through the development process as nearby residents question whether enough is known about the environmental history of a neighboring property with petroleum contamination.

The project, known as PSL Westmoreland ALF, is planned for 7.1 acres within the Rivella planned unit development, along Southeast Morningside Boulevard near Southeast Westmoreland Boulevard. The three-story facility would include assisted-living units and a memory care component.

The Port St. Lucie City Council approved the project’s major site plan on Sept. 28. Construction has not begun, and the developer must still submit construction plans for technical review and additional agency reviews.

A group of residents opposes the project, citing concerns about the neighboring property’s contamination history and the potential implications for people who could eventually live at the facility.

See also: ‘It’s not safe’: Treasure Coast neighbors raise concerns after teen hit walking to school

“It’s not about what is being built there,” resident David Lipps said, arguing that nearby businesses and other facilities could also be affected by environmental concerns.

Resident Charlie D’Agata said residents have raised objections at City Council meetings for about two years. He questioned why a developer would be allowed to build near a property he described as contaminated.

Residents say they have contacted outside organizations, including the U.S. Environmental Protection Agency and the Florida Department of Health, in an effort to get answers about the site.

An engineering letter provides some context for their concerns. In a letter discussing a March 2026 meeting with environmental officials about the neighboring property, BTEX Engineering said the proposed remediation approach should be changed because of concerns about surrounding properties, including the planned assisted-living facility. The letter said vapors would need to be captured during remediation.

The environmental history of the neighboring property and the extent of any potential impact on surrounding land remain central questions for residents seeking more information.

The city has approved the major site plan, but the project must clear additional steps before construction can begin. The developer is expected to submit construction plans for technical review, followed by reviews involving the South Florida Water Management District and other agencies.

Residents say they want clearer answers about the neighboring property’s environmental history and how any potential risks would be addressed as the project advances

PORT ST.
