There’s a big status update

His former boss, ex-Miami city manager Emilio Gonzalez, said Napoli can handle the complexity of running the prestigious town.

“He is eminently qualified for this job,” Gonzalez said.

The Village Council approved Napoli’s employment agreement on Sept. 8, giving him an initial two-year contract that includes a $600 monthly car allowance, a village-issued cellphone and health benefits.

For a municipality with only 41 residential properties, that works out to more than $5,400 per property annually for the manager’s salary and car allowance alone.

The figure illustrates the cost of local government administration in one of America’s wealthiest enclaves, although the expense is paid through village revenues, including property taxes, rather than a direct assessment of that amount on each homeowner.

His base salary puts him in the same general pay range as administrators running substantially larger South Florida communities.

For comparison, the village manager of nearby Bal Harbour was reported to earn $222,847 in 2025. Aventura, a city with more than 40,000 residents, paid its city manager $237,500, ane Surfside, with a population of about 5,500, paid its town manager $250,000.

Jeff Bezos, founder of Amazon, is among the wealthy residents of Indian Creek Village. Miami Beach has more than 80,000 residents.

Even among South Florida’s smallest and wealthiest municipalities, executive salaries can be substantial. Golden Beach, a wealthy coastal community with fewer than 1,000 residents, was reported to pay its town manager more than $314,000 in 2025.

Indian Creek’s new manager will earn less than those administrators, but his salary stands out because of the village’s small size and famous residents.

Napoli will be in charge of overseeing the day-to-day operations of a half-square-mile island, just west of Surfside. Accessible by a single bridge, the community has its own police department and is dominated by sprawling waterfront estates and the private Indian Creek Country Club.

The village handles zoning and development decisions and oversees infrastructure projects, including sewer improvements and bridge repairs.

Napoli replaces Guillermo Olmedillo, who had been serving as interim village manager. Olmedillo is staying on as a land use, zoning and infrastructure consultant.

Napoli must work at least 40 hours a week, attend village meetings and be available 24/7 for emergencies. He will receive three weeks of annual vacation and five paid personal days, along with other benefits.

If the council terminates him without cause, he is entitled to eight weeks of salary — about $33,077 — and eight weeks of health insurance premiums. If he resigns, he must give the village 60 days’ written notice.

The council retains the authority to dismiss Napoli at any time, despite the agreement’s initial two-year term.

This story was originally published October 13, 2026 at 5:12 AM.

Luisa Yanez covers real estate and the impact of wealth migration in South Florida for the Miami Herald.
