Henriquez said it would not.

“You will still receive a property tax bill each year,” Henriquez said. “Remember the property tax bill each year is not just the real estate portion but also other fees and taxes that local communities impose.”

Henriquez pointed to a property tax bill for a home with an assessed value of about $200,000. He said some items on the bill would zero out, but property owners would still pay school taxes and other charges not covered by the exemption.

Those charges can include stormwater taxes, solid waste fees and special district assessments, such as the Carrollwood North Special District.

Henriquez said the savings would vary by homeowner, but the average homeowner could see about $2,000 in savings once the proposal is fully implemented.

The amendment also would mean less money for cities and counties. Henriquez said unincorporated Hillsborough County could lose as much as $300 million.

Florida voters considering Amendment 3 on the ballot are weighing a proposal that would increase the homestead exemption for non-school taxes while reducing revenue for local governments.

“Core services will get the first bite of the apple,” Henriquez said. “But if the apple is quite a bit smaller, what services are affected?”

Some local leaders are considering more fees, which would not be part of the exemption, according to Henriquez. This year’s property tax bills will be sent out in November.

If the amendment passes, voters would not see changes in 2026.

“Some people think immediately their tax bills are going to be corrected or changed if this passes in November, but it will be for the following year,” Henriquez said.

If the amendment passes, a property owner would have to be a Florida resident as of the end of this year to take advantage of the homestead exemption.
