E-bikes are divided into three classes, but all have pedals and motors powered by less than 750 watts.

[WATCH: Oviedo commissioners to vote on e-bike, e-scooter restrictions]

Oviedo’s ordinance would keep those state definitions in place while adding local restrictions. Riders would be limited to 15 mph on sidewalks and would have to slow to 10 mph when near pedestrians.

The ordinance also includes penalties for repeat violations. If a rider younger than 18 repeatedly violates the rules, fines could be passed on to the rider’s parents.

Sladek said she hopes Oviedo’s approach could help guide other cities in Seminole County as e-bikes and scooters become more common.

“I really hope so,” Sladek said when asked whether other cities might follow Oviedo’s lead. “We need to have some sort of uniform understanding between cities because the whole point of these is it lets you go farther, and none of the cities in Seminole County are that big. So we’re going to bleed over, other cities are going to come here. And I want to make sure that everybody is on the same page with how we use our sidewalks and our roads.”

The proposed rules would apply only within Oviedo city limits. They would not extend to the Cross Seminole Trail, which is overseen by the Seminole County Sheriff’s Office. The agency said it is taking an “education over enforcement” approach on the trail.

Copyright 2026 by WKMG ClickOrlando – All rights reserved.

OVIEDO, Fla. – Oviedo on Monday became the first city in Seminole County to adopt local regulations for…

[11
1171,2161,139,141,140,5765,1014,729
post-432846","post","type-post","status-publish","format-standard","has-post-thumbnail","category-orlando","tag-e-bikes","tag-government","tag-orlando","tag-orlando-headlines","tag-orlando-news","tag-oviedo","tag-seminole-county","tag-traffic
["GET
