Charging documents reveal \u2018secret envelope stuffing\u2019 operation behind fake St. Johns County voter guide<\/a><\/p>\nThe charge was filed against political consultant Brianna Jordan, one of five people accused in the case. The Oct. 16 order also dismisses two misdemeanor charges against her without prejudice, meaning prosecutors may refile them in county court.<\/p>\n
Prosecutors alleged the voter guide falsely appeared to be an official publication of the St. Johns County Republican Executive Committee and lacked required disclosures. The other defendants are St. Johns County commissioners Sarah Arnold and Christian Whitehurst, St. Augustine Beach Commissioner Dylan Rumrell, who previously served as mayor, and Jamie Johnson. All five were charged with misdemeanor conspiracy and producing an unauthorized voter guide; Jordan was the only one also charged with a felony.<\/p>\n
Charging documents described what prosecutors called a \u201csecret envelope stuffing\u201d operation at a rented home used as a campaign headquarters. They alleged people working under Jordan\u2019s direction put the guides into envelopes, which were mailed from Orlando and Jacksonville between Aug. 5 and Aug. 15, 2024. The Florida Department of Law Enforcement investigated the case.<\/p>\n
In dismissing the felony, the judge said the guides had already been mailed and many were recovered by law enforcement. The order says the affidavit alleged Jordan burned \u201csome\u201d of the guides, but the judge found that did not establish destruction of evidence because hundreds of copies remained available. The tampering charge was dismissed with prejudice, meaning it cannot be refiled.<\/p>\n
The judge rejected Jordan\u2019s other arguments for dismissal, including constitutional challenges to the voter-guide law and claims of selective enforcement and prosecution. The order says the circuit court lost jurisdiction over the misdemeanor counts after dismissing the only felony; prosecutors may refile those charges in county court.<\/p>\n
