The school system mailed 5,277 tickets in August and 5,221 tickets in September.<\/p>\n
Ten hotspots top violation list<\/p>\n
Ten roadway locations account for the highest number of violations in Duval County. Two corridors stand out: Beach Boulevard and University Boulevard.<\/p>\n

Drivers say they didn\u2019t know they were breaking the law<\/p>\n
Drivers along Beach Boulevard say many are unaware they\u2019re violating the law. Parents who spoke with Channel 4 say the issue is one of awareness \u2014 and consequence.<\/p>\n
\u201cWhen I was younger, I didn\u2019t understand the dangers of it, and one time I did it myself \u2014 I was young; I was like 16 years old, and I learned real quick that\u2019s the last thing you ever want to do with these kids,\u201d said Linnea Lamour, a parent.<\/p>\n
DCPS launched the bus stop arm camera program in April, placing cameras on approximately 900 buses. After a trial period, the school system began issuing fines in May.<\/p>\n
Parents push for stronger penalties<\/p>\n
Many parents say fines alone aren\u2019t enough to change driver behavior.<\/p>\n
\u201cFines \u2014 if that\u2019s not working, nah, I think people need to be put up, cause that, that\u2019s dangerous,\u201d Lamour said.<\/p>\n
\u201cFines \u2014 people are just going to pay the fines or not pay the fines. There has to be something more, like losing your driver\u2019s license and registration, for example \u2014 something that really hits home. The fine they just pay on their credit card and move on,\u201d said Brian Nevells, a parent.<\/p>\n
Understanding the law: When must drivers stop?<\/p>\n
The road layouts along some of the top violation corridors may be contributing to the confusion. According to the Florida Department of Transportation, if there is a turn lane between multi-directional roads, drivers in both directions must stop when a school bus is loading or unloading.<\/p>\n
The only exception: if a paved or unpaved barrier separates the lanes of traffic, drivers on the opposite side are not required to stop.<\/p>\n
Where does the money go?<\/p>\n
The nearly $700,000 collected in violation revenue must be used according to strict guidelines under Florida law.<\/p>\n
A school board member explained the limitations during a recent board meeting.<\/p>\n
\u201cThey gave me a list of things actually, but it\u2019s very narrow. I mean, it\u2019s basically safety and security around transportation for our students, and it\u2019s around incentives for bus drivers and monitors. Outside of that, it\u2019s not a lot of wiggle room,\u201d the board member said.<\/p>\n
Parents say they\u2019re hoping the program \u2014 and the public attention it brings \u2014 will lead to fewer drivers blowing past stopped school buses.<\/p>\n
\u201cUse common sense, but I guess it\u2019s not that common, right? So I just say that people need to think \u2014 this is a school bus. You don\u2019t have anywhere you need to be in that moment, and these are kids\u2019 lives. So it\u2019s really important,\u201d Lamour said.<\/p>\n
