He spoke of making sure Jacksonville isn’t a tale of two cities – a challenge that my administration works every day to change. He believed deeply in delivering justice but also in second chances, a mission that is emblematic of his focus on working with at-risk youth. Before starting his legal career, he enlisted in the U.S. Marine Corps.

He served as a captain in the 3rd Marine Division during the Vietnam War, earning a Bronze Star with Combat “V,” a Vietnamese Cross of Gallantry, and a Combat Action Ribbon.

When he returned to Jacksonville, he joined the Public Defender’s Office before eventually crossing to the State Attorney’s Office under Ed Austin in the early 1970s. During that first stint, he handled between 80 and 120 criminal jury prosecutions and 15 to 20 murder trials.

A history-making general counsel

In 1974, Shorstein made history as Jacksonville’s youngest general counsel, appointed at age 33. The city was navigating a complex and potentially costly deal: Westinghouse and Tenneco had formed a joint venture to bring offshore nuclear power plants to Jacksonville.

Shorstein issued a report warning the deal could bankrupt the city and expose officials to personal liability. The deal was never finalized.

He then spent 15 years in private practice before Gov. Lawton Chiles appointed him state attorney in 1991 to fill the seat vacated by Austin, who had been elected Jacksonville mayor.

Five terms and a national spotlight

Shorstein served five terms as state attorney, leading the office until 2008. He prosecuted several high-profile cases, including George Loeb, a white supremacist who killed a Black sailor; Dr. William Sybers, a Panhandle medical examiner convicted of killing his wife; and Josh Phillips, convicted of murdering 8-year-old Maddie Clifton in a case that gripped Jacksonville.

He was also among a small group of state or district attorneys admitted to the American College of Trial Lawyers.

But it was his approach to juvenile justice that earned him national recognition. Shorstein believed targeting “gateway” crimes — truancy, auto theft — early could break the cycle of violent crime. His model balanced prevention, intervention, and prosecution and drew national attention, earning profiles on “60 Minutes” and in The New York Times.

“The level of seriousness increased as they got older,” Shorstein said of youthful offenders.

Harry’s life was marked by extraordinary service to his country and our city.

He was an excellent State Attorney who demonstrated integrity and professionalism and he was an exceptional trial lawyer.
