The minimum cash requirement drops to 50% in subsequent periods.

The remaining benefits can take other forms, but complimentary tickets and advisory board activities cannot count toward the total.

About $2.55 million of the initial allocation would go toward housing stability and neighborhood improvements, including $1.2 million for housing and anti-displacement efforts, $625,000 for Al Lopez Park and $600,000 for drainage, sidewalks, traffic calming and other improvements in neighborhoods surrounding the stadium.

Other funding would support workforce development, local businesses, youth athletics, education and public safety.

To track commitments, the Rays must submit annual reports and present their progress to the Council. A new community committee would also meet at least twice a year to help identify and prioritize future projects.

The Council also expanded the neighborhood connectivity fund to include Carver City, Lincoln Gardens and McFarlane Park, and added language explicitly including youth in apprenticeship opportunities.

Hurtak objected to the distribution, estimating that only about $1.5 million of the initial $4.2 million specifically targeted District 6, where the stadium would be built. Nicole Travis, a consultant representing the Rays, was among those who defended the citywide approach. She said the agreement was intended to benefit residents throughout Tampa while still addressing impacts near the ballpark.

Council Member Bill Carlson proposed another approach before ultimately supporting the CBA. He pitched reducing the city’s $80 million stadium contribution instead of receiving community benefits over several decades. However, Johns said such a change would require amending the stadium funding agreement with the Rays’ consent.

Residents also challenged the exemption from Tampa’s standard community benefits ordinance, which requires a more extensive public review process. City attorneys said the ordinance allows exemptions when developers provide alternative benefits of substantially similar value.

Atwater’s appearance brought a separate set of concerns about the stadium’s impact on Hillsborough College to the forefront, including its relocation costs and the funding needed to rebuild the Dale Mabry campus.

Under a revised relocation plan, some student services would remain in modular facilities on college property, five health care training programs would move to USF’s CAMLS facility, and most displaced academic programs would relocate to Tampa Bay Park near Himes Avenue and Dr. Martin Luther King Jr. Boulevard.

Atwater said the college hopes to complete the transition by March 2027 and finish rebuilding its Dale Mabry campus in 2030. However, only $50 million of the anticipated $200 million in state funding has been secured. Atwater expressed confidence that lawmakers would provide the remaining $150 million but acknowledged he could not guarantee it.

Hurtak questioned the cost of the temporary facilities, including an estimated $17 million in rent at Tampa Bay Park. Atwater said the college would cover rent and operational expenses, while the Rays would pay relocation and setup costs. He maintained that no staffing or program cuts would be necessary but indicated a detailed budget is still in the works.

Transportation plans also remain unfinished. Tampa Bay Park has about 900 parking spaces available for the college, compared with the roughly 2,000 it expects to need. Atwater said shuttles could transport students between facilities, although schedules and costs have not been determined.

The future of the college’s tennis facilities — a point of concern among members of the public — also remains undecided. Atwater said the college and Rays are discussing whether the courts must be removed and where replacements could be built.

Atwater said the college has made clear that it will not vacate its buildings until suitable facilities are ready for students, a condition he said the Rays have agreed to honor.

A divided Tampa City Council has signed off on the Rays’ $21 million community benefits agreement (CBA) with…

[10
52111,28773,14580,28774,22641,276,112733,28777,29208,135,3815,610,137,136
post-442316","post","type-post","status-publish","format-standard","has-post-thumbnail","category-tampa","tag-bill-carlson","tag-charlie-miranda","tag-community-benefits-agreement","tag-guido-maniscalco","tag-hillsborough-college","tag-hillsborough-county","tag-ken-atwater","tag-lynn-hurtak","tag-rays-stadium","tag-tampa","tag-tampa-bay-rays","tag-tampa-city-council","tag-tampa-headlines","tag-tampa-news
["GET
