PETERSBURG, Fla. &#8211; Developers and investors now have more time to create their proposals for the Historic Gas Plant District in St. Petersburg. Mayor Ken Welch wrote in a memo that he extended the deadline for the submissions.\u00a0<\/p>\n<p original-article-post=\"\" origination_station=\"WTVT\" data-v-ec26887a=\"\" data-v-6fc2855c=\"\">What we know:<\/p>\n<p data-v-6fc2855c=\"\">The city asked developers in October to submit their proposals after local investors \u2018Ark Ellison Horus\u2019 sent the city their plan, unsolicited.\u00a0<\/p>\n<p data-v-6fc2855c=\"\">The Ark Ellison Horus plan includes housing and an African American History Museum, along with an amphitheater with additional retail and hotel space.\u00a0<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/11\/gas-plant-2.jpg\" alt=\"\" data-v-0dea8073=\"\"\/> <\/p>\n<p data-v-0dea8073=\"\">Courtesy: Ark Ellison Horus, LLC <\/p>\n<p data-v-6fc2855c=\"\">On Thursday, city council is expected to talk about the mayor&#8217;s intention to consider alternative proposals in addition to that one.\u00a0<\/p>\n<p data-v-6fc2855c=\"\">The mayor wrote that the Ark-Ellison-Horus proposal was not the first unsolicited proposal they received; they had one in March.<\/p>\n<p data-v-6fc2855c=\"\">He also wrote, &#8220;Our unified work to include the Tampa Bay Rays in the long-term vision of the Historic Gas Plant and their subsequent abdication have provided more clarity for the future of our City and the property.&#8221;\u00a0<\/p>\n<p original-article-post=\"\" origination_station=\"WTVT\" data-v-ec26887a=\"\" data-v-6fc2855c=\"\">Future of the Rays:<\/p>\n<p data-v-6fc2855c=\"\">In October, a new ownership group took over the Tampa Bay Rays.\u00a0<\/p>\n<p data-v-6fc2855c=\"\">Owner Patrick Zalupski insists on 100 acres suitable for building a stadium, stores, restaurants and potentially a hotel, which is similar to the Atlanta Braves Battery District.\u00a0<\/p>\n<p data-v-6fc2855c=\"\">However, it&#8217;s still unclear if the owners will choose to be in Hillsborough or Pinellas County.\u00a0<\/p>\n<p data-v-6fc2855c=\"\"><a href=\"https:\/\/www.fox13news.com\/news\/new-rays-ownership-pledges-commitment-tampa-bay-area\" target=\"_blank\" rel=\"noopener nofollow\">Related: New Rays ownership pledges commitment to Tampa Bay area<\/a><\/p>\n<p data-v-6fc2855c=\"\">In the memo, the mayor wrote, &#8220;The only material change from those principles is that the inclusion of a new stadium for the \u00a0Tampa Bay Rays in partnership with Pinellas County is no longer instrumental in planning the redevelopment.&#8221;\u00a0<\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/11\/vlcsnap-2025-11-12-17h44m51s215.jpg\" alt=\"\" data-v-0dea8073=\"\"\/>  <\/p>\n<p data-v-6fc2855c=\"\">He said their focus is now on repairing Tropicana Field and agrees with city council to realign money to fund other needed infrastructure and city facilities.\u00a0<\/p>\n<p data-v-6fc2855c=\"\">If the new owners want to build a new stadium in St. Petersburg, the mayor said development would need other funding sources.\u00a0<\/p>\n<p original-article-post=\"\" origination_station=\"WTVT\" data-v-ec26887a=\"\" data-v-6fc2855c=\"\">What&#8217;s next:<\/p>\n<p data-v-6fc2855c=\"\">Developers and investors now have until February 3 to send the proposals.<\/p>\n<p data-v-6fc2855c=\"\"><a
