Tuesday called for voters to decide three Cape Coral City Council races that will help shape the future of Florida’s eighth-largest city as leaders continue grappling with growth, infrastructure needs, mobility fees, water supply concerns and economic development.

Residents cast ballots citywide for Districts 1, 4 and 6 to determine four-year terms in Southwest Florida’s largest municipality.

Perhaps the earliest determined race looks to be District 6 incumbent Jennifer Nelson-Lastra’s unofficial win against challenger James Vargas with 54% of the vote and the widest of margins as of 7:50 p.m.. The pair didn’t have to be on the summer ballot because there were only two candidates, giving them a pass straight to Tuesday.

Not as wide on votes, District 1 featured Dave Newton and Tom Shadrach, who advanced from the primary. Nelson’s lead had grown to 53% of ballots as of about 9 p.m.

Prior to Tuesday night’s final results, Newton was excited about Cape Coral’s future.

“We’ve met some incredible people door to door, at events and at the polls,” Newton said. “Cape Coral is a beautiful city because of the people who love it. Like any growing city, we face challenges, (and) I believe when we come together, build alliances and work towards a common vision, there’s nothing we cannot overcome and there’s no limit to what we can accomplish.”

In the third of the competitions, District 4 was closer as returns came into the elections office. Liza King was facing Annette Warren after King finished first in the first go-round in August.

What challenges do Tuesday night’s victors face in Cape Coral?

The election comes as Cape Coral continues wrestling with issues tied to rapid population growth, including traffic congestion, utility expansion and how future infrastructure should be funded.

Several candidates argued during the campaign that growth should pay a larger share of the costs associated with roads, utilities and other infrastructure improvements. Others focused on maintaining investments already underway while balancing the city’s financial obligations and future needs.

Questions about water supply, transportation options, local control and attracting higher-wage jobs also emerged repeatedly throughout the campaign. The races will reshape the council, which also will be determining a new replacement for the city manager who was suddenly fired Monday.

Nelson-Lastra was the lone incumbent seeking reelection. Meanwhile, current District 1 Council member Bill Steinke and District 4’s Keith Long didn’t go after another term, guaranteeing at least two new faces on the dais. With all the results together, Tuesday night will determine how much new leadership voters want as the city confronts major decisions involving billions of dollars in long-range infrastructure needs.

The District 1 race offered different approaches to city government.

Shadrach campaigned heavily on reducing taxes and assessments, increasing scrutiny of city spending and questioning some major city projects. Newton emphasized infrastructure, growth management and continuing work already underway on long-term city needs.

King and Warren advanced from a competitive primary race that focused on growth, infrastructure, economic development and housing affordability.

King led the primary field, though not by a wide margin, setting up a closely watched general election contest. Both candidates argued that future growth must be managed carefully, though differences emerged over development, mobility fees and city priorities.

Nelson-Lastra was seeking another term while pointing to work already underway involving infrastructure, economic development and utility expansion.

Vargas positioned himself as a challenger focused on affordability, accountability and ensuring that growth pays for growth, arguing existing residents should not be left covering costs associated with new development.
