{"id":57122,"date":"2025-11-22T23:57:15","date_gmt":"2025-11-22T23:57:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/57122\/"},"modified":"2025-11-22T23:57:15","modified_gmt":"2025-11-22T23:57:15","slug":"miami-delays-vote-on-29m-sale-of-watson-island-site-after-undervaluation-concerns","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/57122\/","title":{"rendered":"Miami Delays Vote On $29M Sale Of Watson Island Site After Undervaluation Concerns"},"content":{"rendered":"<p>The Miami\u00a0City Commission\u00a0didn&#8217;t pull the trigger on selling off a piece of Watson Island to developers after doubts were raised over whether it was accepting too little.<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      A conceptual site plan of Watson Island shared with the Miami Climate Resilience Committee.\n    <\/p>\n<p dir=\"ltr\">In a 4-1 vote Thursday evening, city commissioners decided to hold off on approving the $29M sale of a property on the south side of Watson Island to a subsidiary of developers <a class=\"tag tag-90164\" href=\"https:\/\/www.bisnow.com\/tags\/merrimac-ventures\" target=\"_blank\" data-tag-id=\"90164\" rel=\"nofollow noopener\">Merrimac Ventures<\/a> and <a class=\"tag tag-185116\" href=\"https:\/\/www.bisnow.com\/tags\/bh3-management\" target=\"_blank\" data-tag-id=\"185116\" rel=\"nofollow noopener\">BH3 Management<\/a> that\u00a0is planning a hotel and condo project, <a href=\"https:\/\/www.miamiherald.com\/news\/local\/community\/miami-dade\/article312891493.html\" target=\"_blank\" rel=\"nofollow noopener\">the Miami Herald reported<\/a>.<\/p>\n<p dir=\"ltr\">Commissioners Joe Carollo,\u00a0Miguel Angel Gabela, Ralph Rosado and Damian Pardo voted to defer the vote, while Christine King opposed the motion.<\/p>\n<p dir=\"ltr\">The delay is to ensure the city\u00a0isn&#8217;t just handing over the site to developers. An appraisal by Integra Realty Resources, prepared for the city and finalized in a report this week, found the land was worth between $257M and $342M, <a href=\"https:\/\/www.miamiherald.com\/news\/local\/community\/miami-dade\/article312966401.html?tbref=hp\" target=\"_blank\" rel=\"nofollow noopener\">the Herald reported<\/a>.<\/p>\n<p dir=\"ltr\">\u201cI don&#8217;t want no developer to ever, when they&#8217;re talking and counting the millions they made in any project, to say, \u2018Man, we took those people for fools,\u2019\u201d Carollo.<\/p>\n<p dir=\"ltr\">\u201cMaybe once they give me all these numbers, I might come to the same conclusion that I&#8217;m being told,\u201d he added. \u201cBut right now, I just think that I want to see, not guess, what the final number could be.\u201d<\/p>\n<p dir=\"ltr\">The terms of the deal included that the developers, through their subsidiary IG Luxury, would purchase the land, while the 99-year ground lease would be terminated.<\/p>\n<p dir=\"ltr\">Due to the site&#8217;s prime location on the water between Miami Beach and Downtown Miami, and its neighbor that sold for significantly more, many are characterizing the sale price as a \u201cgiveaway,&#8221; City Manager Arthur Noriega said.<\/p>\n<p dir=\"ltr\">An appraisal by IRR and <a class=\"tag tag-248\" href=\"https:\/\/www.bisnow.com\/tags\/cbre\" target=\"_blank\" data-tag-id=\"248\" rel=\"nofollow noopener\">CBRE<\/a> evaluated the land between $27M and $29M, Noriega said at the meeting. The reason the first evaluations were so low were because the 99-year lease has a cap on the entitlement density,\u00a0he said, calling it a &#8220;good deal for the city.&#8221;<\/p>\n<p dir=\"ltr\">According to the report, the lower number reflects development plans confirmed in negotiations with the city, which includes caps on entitlements. The higher number reflects a situation where a developer is\u00a0free to choose what to develop on the site and would optimize it, the Herald reported.<\/p>\n<p>\u201cWhen the appraisers did their valuation, yes, they did a valuation as if that 3.2 acres had no encumbrances on it, because that&#8217;s required by charter, but it&#8217;s unrealistic,\u201d\u00a0Noriega said.<\/p>\n<p dir=\"ltr\">BH3 Management and Merrimac Ventures partnered to acquire the leasehold interests in 2023 from Flagstone Property Group for an undisclosed amount.<\/p>\n<p dir=\"ltr\">Miami <a href=\"https:\/\/www.bisnow.com\/south-florida\/news\/mixed-use\/voters-give-thumbs-up-to-2b-in-high-rise-development-on-watson-island-126663\" target=\"_blank\" rel=\"nofollow noopener\">voters approved<\/a> the sale of the parcel last November for at least $25M and the development of the parcel, which is planned to include a 40-story tower with condos and a hotel, a 30-story hotel, a 2.2-acre public promenade, offices, waterfront shopping and dining.<\/p>\n<p dir=\"ltr\">Voters\u00a0also approved the $135M sale and approval to redevelop 5.4 acres on the island&#8217;s north side, the Jungle Island animal theme park, to <a class=\"tag tag-102589\" href=\"https:\/\/www.bisnow.com\/tags\/terra-group\" target=\"_blank\" data-tag-id=\"102589\" rel=\"nofollow noopener\">Terra Group<\/a> and Aventura-based ESJ Partners.<\/p>\n<p dir=\"ltr\">The developers have invested more than $110M in acquiring the lease rights and making infrastructure improvements to the property, BH3 principals <a class=\"tag tag-29688\" href=\"https:\/\/www.bisnow.com\/tags\/nitin-motwani\" target=\"_blank\" data-tag-id=\"29688\" rel=\"nofollow noopener\">Nitin Motwani<\/a> and <a class=\"tag tag-110094\" href=\"https:\/\/www.bisnow.com\/tags\/greg-freedman\" target=\"_blank\" data-tag-id=\"110094\" rel=\"nofollow noopener\">Greg Freedman<\/a> said in a statement\u00a0to the Herald.<\/p>\n<p dir=\"ltr\">In a statement to\u00a0Bisnow, the developers said\u00a0by the time the city commission approves the plan, they will have invested about $150M for the rights to develop the site.<\/p>\n<p>\u201cThe joke, or the rumor, that there&#8217;s a curse on this island feels more and more real every day, because it&#8217;s been three years now, and every time we&#8217;re making two steps forward, we end up making three steps back,&#8221; Motwani said at the meeting.<\/p>\n<p>The item will be reviewed again on Dec. 11.<\/p>\n","protected":false},"excerpt":{"rendered":"The Miami\u00a0City Commission\u00a0didn&#8217;t pull the trigger on selling off a piece of Watson Island to developers after doubts&hellip;\n","protected":false},"author":2,"featured_media":57123,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[15],"tags":[35254,225,227,226,18385,35252,35253],"class_list":{"0":"post-57122","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-hialeah","8":"tag-bh3-management","9":"tag-hialeah","10":"tag-hialeah-headlines","11":"tag-hialeah-news","12":"tag-joe-carollo","13":"tag-merrimac-ventures","14":"tag-watson-island"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/posts\/57122","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/comments?post=57122"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/posts\/57122\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/media\/57123"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/media?parent=57122"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/categories?post=57122"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-fl\/wp-json\/wp\/v2\/tags?post=57122"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
