Senate Bill 652<\/a> \u2014 was initially filed by state Sen. Mack Bernard (D-West Palm Beach) on Friday.<\/p>\nSB 652 aims to revise the obligations of mobile home park owners under state law, adding in the following provisions for owners to follow:<\/p>\n
Require mobile home owners to keep a registration sticker on their homes at all times<\/p>\n
Maintain up-to-date records about each homeowner in the park<\/p>\n
Require each homeowner to maintain his\/her mobile home and its lot in accordance with all applicable codes<\/p>\n
Require other people on these premises, with the homeowner\u2019s consent, to comply with these codes<\/p>\n

In addition, the bill gets rid of the following provision under current state law.<\/p>\n
\u201cThe homeowner is responsible for all fines imposed by the local government for noncompliance with any local codes.\u201d<\/p>\n
Florida Statutes s. 723.023<\/p>\n
As such, the legislation appears poised to push more responsibilities onto park owners.<\/p>\n
If approved during the upcoming Legislative session, the bill is set to take effect on July 1, 2026.<\/p>\n
