The Tampa City Council has advanced a new ordinance banning stunts and limiting big groups of bikers on the Tampa Riverwalk, Bayshore, and other trails.\u00a0<\/p>\n
But some members of the public are concerned about racial profiling.\u00a0<\/p>\n
Tampa Police officers say they deal with many complaints from people about the bikers, but face limitations on how they can enforce solutions.\u00a0<\/p>\n
Council member Guido Maniscalco says he\u2019s received at least 100 complaints about it.\u00a0<\/p>\n
\u201cIt comes out of nowhere, and they\u2019re so close to folks that I\u2019m thinking one head injury, one kid gets knocked over and slammed into the concrete. It\u2019s just a matter of time because it\u2019s so intense.\u201d Maniscalco said.<\/p>\n
But during public comment, resident Kella\u00a0 McCaskill addressed concerns about racial profiling.<\/p>\n
\u201cIt does smell like a piece of Biking while Black.\u201dMcCaskill said.<\/p>\n
That\u2019s a controversy where it was uncovered that Tampa police disproportionately issued bike tickets to Black people.<\/p>\n
Council member Bill Carlson addressed those concerns while discussing the ordinance.\u00a0<\/p>\n
\u201cWe need to make sure that it\u2019s not racially oppressive. Although this mayor was one of the architects of Biking while Black, she apologized for it, I don\u2019t think she\u2019s going to do it again. So, what we can do is try to put the safeguards in to try to make sure it doesn\u2019t happen.\u201d Carlson said.<\/p>\n
Members discussed getting periodic reports about the ordinance\u2019s enforcement.\u00a0<\/p>\n
\u201cIf there are inadvertent results of this, we want to know, and I think inquiries, quarterly, annually, whatever it may be \u2013 that for me is reasonable,\u201d Councilmember Luis Viera said.<\/p>\n
The ordinance must pass a second reading during a December meeting.\u00a0<\/p>\n
