But no one should be rolling out the welcome mat.<\/p>\n<p>Miami-based Mater Academy has put Broward on notice that it plans on moving into <a href=\"https:\/\/www.sun-sentinel.com\/2025\/10\/09\/charter-school-operator-seeks-to-co-locate-on-27-broward-school-campuses-rent-free\/\" rel=\"nofollow noopener\" target=\"_blank\">27 Broward school campuses<\/a>, part of a bigger initiative to set up shop in dozens of public schools statewide.<\/p>\n<p>This is about more than free space. Once a charter is in a public school, the Department of Education requires districts to <a href=\"https:\/\/apnews.com\/article\/florida-charter-school-expansion-bill-fd99d87f21f745d9009b959287e43b34\" rel=\"nofollow noopener\" target=\"_blank\">pick up the tab<\/a> for charter school expenses, including transportation, gyms, school safety, cafeterias, nursing and more.<\/p>\n<p>Legislation allowing charter schools to take underused public school space reached the governor\u2019s desk through a political sleight of hand, tucked inside <a href=\"https:\/\/flsenate.gov\/Session\/Bill\/2025\/2510\/Amendment\/825824\/PDF\" rel=\"nofollow noopener\" target=\"_blank\">Senate Bill 2510<\/a>, a budget-related bill. And underused school space is in abundance in Broward County.<\/p>\n<p>Political connections<\/p>\n<p>There\u2019s something deeply cynical about Florida charter schools siphoning students from public schools, then rapaciously demanding to set up shop in the same schools\u2019 emptied classrooms.<\/p>\n<p>But politically connected companies worked behind the scenes in Tallahassee to secure this new arrangement, independent reporter Jason Garcia <a href=\"https:\/\/jasongarcia.substack.com\/p\/florida-lawmakers-may-unleash-a-last\" rel=\"nofollow noopener\" target=\"_blank\">revealed<\/a>. The result is a boon to multimillion-dollar private education businesses and a slap in the face to taxpayers who pay to enrich education, not corporations.<\/p>\n<p>Lawmakers first authorized charter schools in the 1990s, hoping to develop new teaching methods that could be shared with public schools.<\/p>\n<p>Funded by taxpayers, the schools are nonprofits, but the businesses running them aren\u2019t. Today, many schools are lucrative revenue streams for those businesses. Among them is Academica, a Miami-based powerhouse <a href=\"https:\/\/www.tampabay.com\/archive\/2011\/12\/14\/charter-schools-cozy-relationships-little-oversight-taxpayer-paid-profits\/\" rel=\"nofollow noopener\" target=\"_blank\">reaping millions<\/a> from deals to operate charter schools, including <a href=\"https:\/\/www.materinternationalacademy.com\/services\/#:~:text=Mater%20International%20Academy%20is%20serviced,the%20process%20of%20obtaining%20accreditation.\" rel=\"nofollow noopener\" target=\"_blank\">Mater Academy<\/a>.<\/p>\n<p>Academica and other companies showered lawmakers\u2019 with more than $13 million in campaign contributions beginning in 1998, Integrity Florida <a href=\"https:\/\/www.edweek.org\/policy-politics\/watchdog-report-highlights-charter-school-self-dealing-political-ties-in-florida\/2018\/09\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a>.<\/p>\n<p>Charter school interests spent millions more on lobbyists. But charters have more than money. They have political friends, too.<\/p>\n<p>Empire-building with our money<\/p>\n<p>The original 2017 <a href=\"https:\/\/www.fldoe.org\/schools\/school-choice\/other-school-choice-options\/schools-of-hope\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cSchools of Hope\u201d<\/a> law <a href=\"https:\/\/www.orlandosentinel.com\/2017\/04\/13\/legislature-may-pay-for-charters-to-compete-with-failing-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">provided millions<\/a> in incentives to charter schools. It was spearheaded by former state Education Commissioner Manny Diaz when he was a Miami-Dade state lawmaker while <a href=\"https:\/\/chartered.wlrn.org\/legislators-financial-ties-charters\/\" rel=\"nofollow noopener\" target=\"_blank\">also drawing a paycheck<\/a> from a charter college.<\/p>\n<p>New College president Richard Corcoran <a href=\"https:\/\/www.tampabay.com\/news\/education\/k12\/incoming-speaker-corcoran-says-bill-that-would-benefit-his-wifes-charter\/2271194\/\" rel=\"nofollow noopener\" target=\"_blank\">pushed<\/a> for charter school expansion as House speaker. His wife founded a charter school, and his brother was a charter school <a href=\"https:\/\/web.archive.org\/web\/20180330020534\/https:\/www.miamiherald.com\/news\/politics-government\/state-politics\/article207320264.html\" rel=\"nofollow noopener\" target=\"_blank\">lobbyist<\/a>. And U.S. Rep Byron Donalds, a frontrunner in the governor\u2019s race, is married to charter school businesswoman Erika Donalds, whose income from her charter school company was <a href=\"https:\/\/www.sun-sentinel.com\/2025\/09\/11\/byron-donalds-dollar-signs-are-huge-warning-signs-opinion\/\" rel=\"nofollow noopener\" target=\"_blank\">not fully disclosed<\/a> for months.<\/p>\n<p>Garcia <a href=\"https:\/\/jasongarcia.substack.com\/p\/lobbyists-for-a-billionaire-and-a\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that this year\u2019s charter legislation was influenced, if not written, by lobbyists for billionaire donor and charter school backer Ken Griffin and New York\u2019s Success Academy charter school.<\/p>\n<p>But this legislation does much more than allow charter schools to take over parts of public schools.<\/p>\n<p>It allows charter schools to drop certain troublesome students, as Success Academy <a href=\"https:\/\/www.nytimes.com\/2015\/10\/30\/nyregion\/at-a-success-academy-charter-school-singling-out-pupils-who-have-got-to-go.html\" rel=\"nofollow noopener\" target=\"_blank\">was criticized<\/a> for doing in New York. Keeping only high achievers can create a better overall academic ranking. Schools of Hope government money is available to charter school chains that operate near \u201c<a href=\"https:\/\/www.tampabay.com\/news\/education\/k12\/incoming-speaker-corcoran-says-bill-that-would-benefit-his-wifes-charter\/2271194\/\" rel=\"nofollow noopener\" target=\"_blank\">persistently low performing<\/a>\u201d public schools.<\/p>\n<p>The new law broadens that definition, creating opportunities for more charters to sweep in.<\/p>\n<p>Florida DOE board Vice Chair Esther Byrd isn\u2019t swayed by opponents of charter expansion, or the relocation into public schools. \u201cSchools of Hope wouldn\u2019t be necessary if our public school system had done its job along the way,\u201d she <a href=\"https:\/\/apnews.com\/article\/florida-charter-school-expansion-bill-fd99d87f21f745d9009b959287e43b34\" rel=\"nofollow noopener\" target=\"_blank\">told a critic<\/a>.<\/p>\n<p>In fact, Schools of Hope would not be necessary if a succession of governors and legislators had done their jobs. Siphoning money from public schools to pay big businesses running charter schools, for instance, might not have been necessary if charter schools had been held to their mission of sharing innovative educational practices with public schools instead of trying to supplant them.<\/p>\n<p>Instead, Tallahassee has for years washed its hands of the hard work of real reform in favor of handing off public education to private interests.<\/p>\n<p>It is done under the banner of parental rights. But allowing charter schools to muscle into public schools on the taxpayers\u2019 dime is not the work of legislators expanding choice.
