MIAMI \u2014 A political novice is facing off Tuesday against a political veteran in Miami\u2019s District 3 city commission race.<\/p>\n
Rolando Escalona, a newcomer and the general manager of Brickell\u2019s Sexy Fish restaurant, is facing off against two-term former Commissioner Frank Carollo, the brother of current District 3 Commissioner Joe Carollo.<\/p>\n
District 3 covers the eastern part of Miami\u2019s Little Havana neighborhood, as well as The Roads and a significant portion of Brickell.<\/p>\n

Escalona said \u201cchaos\u201d at city hall inspired his run, along with the need for affordable housing.<\/p>\n
Meanwhile, Carollo says he brings experience to the table. Should he win, analysts say it could spark litigation.<\/p>\n
That\u2019s because in November, voters in Miami chose to enact two-term lifetime term limits; Carollo did overcome a legal challenge to remain on the ballot, however.<\/p>\n
But Sean Foreman, a political analyst and Barry University professor, said Carollo is \u201cautomatically going to be facing a new lawsuit\u201d if he wins. <\/p>\n
\u201cThe judges will have to determine whether or not this term limits reform goes into effect moving forward, or if there\u2019s some other reason to delay or stay,\u201d Foreman said.<\/p>\n
