{"id":7792,"date":"2025-10-17T05:03:20","date_gmt":"2025-10-17T05:03:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/7792\/"},"modified":"2025-10-17T05:03:20","modified_gmt":"2025-10-17T05:03:20","slug":"house-files-sweeping-property-tax-cuts-package-for-voters-not-lawmakers-to-approve-or-reject","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/7792\/","title":{"rendered":"House files sweeping property tax cuts package for voters, not lawmakers, to approve or reject"},"content":{"rendered":"<p style=\"text-align: justify;\">Florida voters could get a shot in next year\u2019s Midterm election at reshaping how local governments can levy property taxes.<\/p>\n<p style=\"text-align: justify;\">House Speaker Daniel Perez has unveiled a suite of property tax measures, shaped by the chamber\u2019s <a href=\"https:\/\/www.flhouse.gov\/Sections\/Committees\/committeesdetail.aspx?CommitteeId=3355\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Select Committee on Property Taxes<\/a>, that he intends to advance \u201cthrough the process\u201d in Tallahassee.<\/p>\n<p style=\"text-align: justify;\">After that, he said, voters \u2014 not lawmakers \u2014 will be able to choose \u201csome, all, or none\u201d of the options on the 2026 ballot.<\/p>\n<p style=\"text-align: justify;\">\u201cIf we have faith in the voters to elect us, we should not be afraid to let them be a part of the conversation about the taxes they pay,\u201d Perez wrote in a Thursday <a href=\"https:\/\/cloudup.com\/ctY5bh_G04N\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">memo to House members<\/a>.<\/p>\n<p style=\"text-align: justify;\">Perez emphasized two common features across the proposals: None would allow cuts to law enforcement funding, and all would exempt school taxes, which supply roughly 46% (about $21 billion) of school funding.<\/p>\n<p><a href=\"https:\/\/votekirwan.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-760769 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/KIR25002-Web-Ad-3-e1760498324308.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">The joint resolutions would go directly to voters without implementing bills, as lawmakers would only craft statutes after knowing which measures pass.<\/p>\n<p style=\"text-align: justify;\">The bills include:<\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 201 by Rep. Kevin Steele: Eliminates non-school homestead property taxes outright. If approved, homeowners would no longer pay city\/county non-school levies on their primary residence.<\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 203 by Rep. Monique Miller: Phases out non-school homestead property taxes over 10 years by adding a new $100,000 exemption each year to a homeowner\u2019s non-school tax base. After a decade, the non-school portion on homesteads would be fully exempted.<\/p>\n<p style=\"text-align: justify;\">\u2014 HRJ 205 by Rep. Juan Porras: Exempts Florida residents over 65 from paying non-school homestead property taxes.<\/p>\n<p><a href=\"https:\/\/www.chpk.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-746910 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/25JF-7.9.25-FL-Politics-Ads-728X90-V2.png\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 207 by Rep. Shane Abbott: Creates a new homestead exemption for non-school taxes equal to 25% of a home\u2019s assessed value. This broad exemption would cut bills for current homeowners and aid first-time buyers entering the market.<\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 209 by Rep. Demi Busatta: Establishes a property insurance relief homestead exemption by granting an additional $100,000 non-school exemption to homestead owners who maintain property insurance, linking relief to insured, more resilient homes.<\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 211 by Rep. Toby Overdorf: Eliminates the cap on \u201cportability\u201d of <a href=\"https:\/\/floridarevenue.com\/property\/Documents\/pt112.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Save Our Homes<\/a> (SOH) benefits, allowing homeowners to transfer their accumulated SOH differential to a new primary residence, even when the replacement home is of lesser value, thereby preserving long-built tax savings.<\/p>\n<p style=\"text-align: justify;\">\u2014 HJR 2013 by Rep. Griff Griffitts: Slows the growth in the assessed value of non-school homestead property taxes to 3% over three years for homestead property (currently it\u2019s 3% per year) and 15% over three years for non-homestead property (currently at 10% per year).<\/p>\n<p style=\"text-align: justify;\">\u2014 HB 215 by Rep. Jon Albert: Makes statutory changes, including requiring a two-thirds vote to increase millage rates and allowing newly married couples to merge their accumulated SOH benefits when establishing a shared household.<\/p>\n<p style=\"text-align: justify;\">Perez said the House \u201cdoes not need to limit itself to one single plan.\u201d<\/p>\n<p style=\"text-align: justify;\">The new House relief package follows years of discussion about eliminating or reducing ad valorem levies on property owners in the Sunshine State, a <a href=\"https:\/\/floridapolitics.com\/archives\/731446-bought-and-paid-for-ben-albritton-unveils-roadmap-to-end-property-taxes-with-voter-ok\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">major<\/a> <a href=\"https:\/\/floridapolitics.com\/archives\/729172-ron-desantis-tax\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">issue<\/a> for Gov. Ron DeSantis and many state lawmakers. That includes Perez and Senate President Ben Albritton, who said in April that he agrees with those who argue property taxes unjustly charge homeowners in perpetuity for a home they \u201cbought and paid for long ago.\u201d<\/p>\n<p style=\"text-align: justify;\">In his last Session as a state lawmaker, CFO Blaise Ingoglia filed a bill to <a href=\"https:\/\/floridapolitics.com\/archives\/722742-blaise-ingoglia-files-bill-to-raise-homestead-exemptions-says-current-cap-doesnt-cut-it-anymore\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">raise homestead exemptions<\/a> with House support from Rep. Ryan Chamberlin, who in 2024 carried a bill to excise what he and others have called \u201c<a href=\"https:\/\/floridapolitics.com\/archives\/656278-its-time-lawmakers-look-at-abolishing-property-taxes-in-florida\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">the most hated tax in America<\/a>\u201d from Florida law.<\/p>\n<p style=\"text-align: justify;\">In April, Perez <a href=\"https:\/\/floridapolitics.com\/archives\/735110-daniel-perez-announces-select-committee-on-property-taxes-with-eye-toward-action-in-2026\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">announced<\/a> a House Select Committee to drill into the matter, offering five starting proposals to get the conversation going.
