{"id":86867,"date":"2025-12-17T17:04:11","date_gmt":"2025-12-17T17:04:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/86867\/"},"modified":"2025-12-17T17:04:11","modified_gmt":"2025-12-17T17:04:11","slug":"bob-buckhorn-pitches-mayoral-return-built-on-growth-infrastructure-and-tampas-next-chapter","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/86867\/","title":{"rendered":"Bob Buckhorn pitches mayoral return built on growth, infrastructure and Tampa\u2019s next chapter"},"content":{"rendered":"<p style=\"text-align: justify;\">Former Tampa Mayor Bob Buckhorn may already be rounding second before other candidates for Tampa\u2019s open mayoral race even step up to the plate.<\/p>\n<p style=\"text-align: justify;\">Buckhorn, who served two terms as Tampa\u2019s Mayor from 2011 to 2019, has already raised upward of $1 million for his comeback bid to succeed Mayor Jane Castor, who will be term-limited in 2027. He is fully committed to a run to succeed her.<\/p>\n<p style=\"text-align: justify;\">\u201cWe\u2019re in,\u201d Buckhorn said. \u201cI\u2019m fully in game mode.\u201d<\/p>\n<p style=\"text-align: justify;\">Buckhorn\u2019s tenure as Tampa\u2019s Mayor is widely associated with rapid redevelopment and economic growth following the recession, and he says there\u2019s more to accomplish.<\/p>\n<p style=\"text-align: justify;\">\u201cI think we have some more chapters to write for this city,\u201d he added. \u201cThe foundation has been laid by my first two terms as well as Jane\u2019s two terms. I think there are some challenges that have come as a result of our success that we have to deal with.\u201d<\/p>\n<p><a href=\"https:\/\/voteshaneabbott.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-754714 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/Ads-Florida-Politics-Abbott_728x90.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">He credited Castor with making large, less visible investments in infrastructure that he said will benefit whoever takes office next, particularly in stormwater systems.<\/p>\n<p style=\"text-align: justify;\">\u201cShe has really been focused on investing in infrastructure, the stuff that\u2019s not sexy, particularly stormwater and, to some degree, transportation\u201d Buckhorn said. \u201cIt will be her legacy.\u201d<\/p>\n<p style=\"text-align: justify;\">While <a href=\"https:\/\/floridapolitics.com\/archives\/294005-bob-buckhorns-tampa-swagger\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Buckhorn\u2019s first two terms<\/a> were closely associated with downtown redevelopment, including the completion of the Riverwalk and major waterfront investments, he said his next chapter would place greater emphasis on connectivity and neighborhood equity.<\/p>\n<p style=\"text-align: justify;\">Buckhorn described a vision of Tampa that physically connects major redevelopment areas, from <a href=\"https:\/\/www.waterstreettampa.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Water Street<\/a> to the <a href=\"https:\/\/www.visittampabay.com\/channel-district\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Channel District<\/a>, <a href=\"https:\/\/gasworx.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Gasworx<\/a> and <a href=\"https:\/\/www.tampaheights.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Tampa Heights<\/a>, while ensuring growth reaches historically underserved neighborhoods.<\/p>\n<p style=\"text-align: justify;\">\u201cYou don\u2019t want to leave anybody behind,\u201d he said. \u201cThere aren\u2019t guaranteed outcomes, but there ought to be guaranteed opportunities.\u201d<\/p>\n<p><a href=\"https:\/\/cflpublicaffairs.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-680168 size-full\" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/10\/CFPA-Digital-Ad-Sunburn-728x90-1.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">A new term could also present new opportunities. The <a href=\"https:\/\/floridapolitics.com\/archives\/758673-tampa-bay-rays-officially-under-new-ownership-as-stadium-questions-continue\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Tampa Bay Rays<\/a> have new ownership and are again <a href=\"https:\/\/floridapolitics.com\/archives\/768922-as-a-new-year-approaches-new-tampa-bay-rays-owners-say-stadium-talks-are-progressing\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">exploring stadium options<\/a> throughout the Tampa Bay area after a St. Petersburg-based plan broke down last year.<\/p>\n<p style=\"text-align: justify;\">Though the possibility of a <a href=\"https:\/\/floridapolitics.com\/archives\/766865-the-tampa-bay-rays-are-rounding-third-toward-a-2026-return-to-tropicana-field-as-dome-repairs-wrap-up\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">return to St. Pete<\/a> has not been fully ruled out, Buckhorn views the Rays\u2019 future as one of the most consequential decisions facing Tampa \u2014 framing it as both an economic and urban-planning opportunity rather than simply a stadium debate.<\/p>\n<p style=\"text-align: justify;\">He said he is optimistic about the Rays\u2019 new ownership group and described its approach as markedly different from past efforts. Buckhorn said the group has shown a willingness to engage with the city and explore multiple options rather than pushing a single proposal.<\/p>\n<p style=\"text-align: justify;\">While acknowledging the financial challenges of a stadium deal, Buckhorn said he believes a workable solution is possible if structured correctly and doesn\u2019t place an undue burden on taxpayers.<\/p>\n<p style=\"text-align: justify;\">\u201cI am optimistic about this group,\u201d Buckhorn said. \u201cI have spent time with the new owners. They wisely got a lot of Tampa investors to invest with them, which I think was smart. I think they want to be in Tampa. \u2026 They\u2019re asking all the right questions, they\u2019re doing their homework on multiple sites.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cI think even though it\u2019s going to be a heavy lift financially \u2026 if the Rays ownership is willing to be creative, I think there\u2019s a way to get this done that doesn\u2019t burden the taxpayer and there\u2019s shared sacrifice,\u201d Buckhorn added.<\/p>\n<p style=\"text-align: justify;\">Buckhorn envisions a broader development strategy to accompany a Rays baseball stadium in Tampa, creating a new mixed-use district similar to <a href=\"https:\/\/www.batteryatl.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">The Battery Atlanta<\/a> built around <a href=\"https:\/\/www.mlb.com\/braves\/ballpark\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Truist Park<\/a>.<\/p>\n<p style=\"text-align: justify;\">\u201cI think their idea of doing a district similar to what Atlanta has, The Battery, rather than just a stadium plopped down in the middle of somewhere really has hugely positive economic potential for Tampa,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">Buckhorn said a Rays-related district could follow a similar model, with private development carrying most of the cost and public dollars focused on infrastructure that benefits the broader community.<\/p>\n<p style=\"text-align: justify;\">\u201cYou can create a whole live-work-play environment with office, residential, retail and commercial, with the baseball stadium just as part of it, not the entirety of it,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">He cited Water Street Tampa as an example of how targeted public investment in infrastructure can generate long-term returns.<\/p>\n<p style=\"text-align: justify;\">\u201cThe city of Tampa invested $50 million and the county invested $50 million in Water Street, not in the buildings, but in the infrastructure around them,\u201d Buckhorn said. \u201cThat Water Street development, $100 million total, will throw off, over the next 24 years, a billion (dollars) for taxes. It was a pretty good investment.\u201d<\/p>\n<p style=\"text-align: justify;\">The Rays discussion, Buckhorn said, is emblematic of a larger question about Tampa\u2019s trajectory and how the city approaches major investments in its next phase of growth.<\/p>\n<p style=\"text-align: justify;\">\u201cIt starts to make sense when you look at expanding the scope and the scale, with the real estate largely funded by private developers but with the county and the city and the state making appropriate investments,\u201d he said. \u201cI think it could happen.\u201d<\/p>\n<p style=\"text-align: justify;\">Buckhorn framed his return not as a revival tour, but as unfinished business shaped by new and unanticipated challenges.<\/p>\n<p style=\"text-align: justify;\">He said a future administration would need to address transportation, traffic congestion, housing affordability and permitting delays, issues he said threaten to undercut Tampa\u2019s growth if left unaddressed.<\/p>\n<p style=\"text-align: justify;\">\u201cWe don\u2019t want to be in a situation where we spent a decade to attract bright young people here and then find them priced out of the market,\u201d he said. \u201cIt\u2019s a supply and demand issue.\u201d<\/p>\n<p style=\"text-align: justify;\">Buckhorn spent considerable time discussing climate resilience and disaster preparedness, drawing on his experience leading Tampa through <a href=\"https:\/\/floridapolitics.com\/archives\/244578-irma-hits-tampa-bay-blame-mothercking-washington-post\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Hurricane Irma<\/a> and reflecting on recent hurricanes that caused flooding across the region.<\/p>\n<p style=\"text-align: justify;\">He also acknowledged that the political environment has become more polarized since he last served, but said partisan labels would not define how he governs. Buckhorn was critical of right-wing culture war politics and efforts to cut property taxes, but said he\u2019s made a habit of working across the aisle for the good of the city.<\/p>\n<p style=\"text-align: justify;\">\u201cI\u2019m a Democrat, and I\u2019m proud to be a Democrat,\u201d he said. \u201cBut as far as my job as Mayor, my party label is T for Tampa. I will work with anybody who can help my city.\u201d<\/p>\n<p style=\"text-align: justify;\">He was blunt when asked about proposals to eliminate property taxes, calling the idea \u201can unmitigated disaster\u201d for cities and counties that rely on stable revenue to fund public safety and basic services.<\/p>\n<p style=\"text-align: justify;\">Buckhorn was sharply critical of recent efforts to remove or paint over street art, including pride-themed crosswalks, framing the issue as a misplaced political priority that distracts from more pressing challenges facing the state and its cities.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are a city that does not allow anybody to be demonized for any reason on our watch, on my watch, regardless of the God you worship, or who you love,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">Buckhorn said mayoral leadership matters most when tensions are high and communities feel targeted.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s important what the Mayor says and does, and it\u2019s important that you speak to the values of this community and what you\u2019re willing to tolerate and not willing to tolerate,\u201d he said. \u201cWhat you say matters, and you can combat and stand in the breach of some of the harsh rhetoric that we see coming out of other places.\u201d<\/p>\n<p style=\"text-align: justify;\">Still, Buckhorn also pointed to his working relationship with former Gov. <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/rick-scott\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rick Scott<\/a> as evidence that collaboration across party lines can produce results when leaders find common goals.<\/p>\n<p style=\"text-align: justify;\">He argued that increasing housing supply \u2014 an effort often supported by Republican policymakers \u2014 is critical to keeping costs down and maintaining economic momentum. Buckhorn said an emphasis on affordability would help keep young residents in the region and sustain a talented workforce.<\/p>\n<p style=\"text-align: justify;\">Drawing on his experience in the private sector since leaving office, Buckhorn said government bureaucracy has become an obstacle rather than a partner. If elected again, he said fixing the permitting system would be an immediate priority.<\/p>\n<p style=\"text-align: justify;\">\u201cDay 1,\u201d he said. \u201cLet\u2019s figure out how we get this right.\u201d<\/p>\n<p style=\"text-align: justify;\">Buckhorn\u2019s campaign is already showing early strength. His political committee has reported more than $1 million and has raised additional funds since then.
