{"id":99909,"date":"2025-12-30T12:00:10","date_gmt":"2025-12-30T12:00:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-fl\/99909\/"},"modified":"2025-12-30T12:00:10","modified_gmt":"2025-12-30T12:00:10","slug":"developer-submits-619-unit-skyway-marina-proposal","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-fl\/99909\/","title":{"rendered":"Developer submits 619-unit Skyway Marina proposal"},"content":{"rendered":"<p>St. Petersburg\u2019s rapidly evolving Skyway Marina District might be in for another massive redevelopment project.<\/p>\n<p>\u200bKolter Multifamily has submitted a much-anticipated site plan to the city for Alton Skyway, an upscale, garden-style apartment community at 3200 34th St. S. The 17.25-acre property was formerly home to the St. Petersburg College Allstate Campus.<\/p>\n<p>\u200bCity council members unanimously approved a critical land use change in October that allows the Delray Beach-based <a target=\"_blank\" href=\"https:\/\/www.koltermultifamily.com\/\" rel=\"nofollow noopener\">developer<\/a> to build 776 housing units. However, if approved by the Development Review Commission in February, Alton Skyway would feature eight five-story buildings with 619 apartments.<\/p>\n<p>\u200bKolter will complete the project in two phases, each with four buildings, with the first featuring 342 units and 484 parking spaces. The second would add 277 apartments and 399 parking spaces, according to the application.<\/p>\n<p>\u200bA letter submitted by attorney Kevin Reali of Stearns Weaver Miller states that Kolter will seek separate approval for up to 5,000 square feet of retail space on a one-acre parcel at the southwest corner of the property.<\/p>\n<p>\u200bThe application also notes that the Skyway Marina District is home to multiple commercial plazas anchored by big-box stores. Kolter believes the project will help correct a \u201ccurrent imbalance\u201d by \u201cexpanding the area\u2019s residential population that local retail depends upon.\u201d<\/p>\n<p>\u200b\u201cIncreasing population and buying power, the primary objective of the Skyway Marina District Plan, is advanced directly by this project,\u201d states the application.<\/p>\n<p>\u200bPublic safety training facilities owned by St. Petersburg College (<a target=\"_blank\" href=\"https:\/\/www.spcollege.edu\/\" rel=\"nofollow noopener\">SPC<\/a>) will remain to the east of Alton Skyway. Kolter will prioritize greenspace, preserving mature trees and \u201cfacade articulation\u201d as it redevelops the property.<\/p>\n<p>\u200bOne-, two-, and three-bedroom apartments would range in size from 618 to 1,322 square feet. All units would feature balconies.<\/p>\n<p>\u200bHighlighted amenities include two swimming pools and a dog park. The site plan shows a large stormwater pond at the center of the complex.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-110583\" class=\"wp-image-110583 \" src=\"https:\/\/www.newsbeep.com\/us-fl\/wp-content\/uploads\/2025\/12\/Alton-Skyway-site-plan.jpg\" alt=\"\" width=\"591\" height=\"491\"  \/><\/p>\n<p id=\"caption-attachment-110583\" class=\"wp-caption-text\">A site plan for the project at 3200 34th St. S.<\/p>\n<p>\u200bKolter proposed vehicular access from 32nd Avenue, 32nd Street and 36th Avenue South. The firm plans to create eight pedestrian entrance and exit points along 34th Street (U.S. 19) \u201cto encourage alternate modes of transport to and from the site with safe and efficient connections.\u201d<\/p>\n<p>\u200bIn addition to exceeding minimum vehicular parking requirements, Alton Skyway will feature 635 bicycle spaces. The project also includes five long-term bike storage buildings.<\/p>\n<p>\u200bKolter\u2019s application does not list an estimated project cost or construction timeline. The maximum proposed building height is 72 feet.<\/p>\n<p>\u200bAllstate Insurance Company donated the property to what was then St. Petersburg Junior College in 1989. SPC hired Dallas-based CBRE, a global real estate services and investment firm, to facilitate <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/stakeholders-discuss-plans-for-expansive-college-owned-property\/\" rel=\"nofollow noopener\">the land sale<\/a> in February 2024.<\/p>\n<p>\u200bKolter has been under contract to purchase the site since December 2024, but needed a comprehensive plan amendment to build a mixed-use development. Council members <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/city-clears-ex-spc-campus-for-massive-redevelopment\/\" rel=\"nofollow noopener\">approved the change<\/a> from Institutional to Planned Redevelopment \u2013 Commercial, without much discussion.<\/p>\n<p>\u200b\u201cIt\u2019s all about the future of economic development, and I think that\u2019s what this does,\u201d Councilmember Corey Givens Jr. said in October. \u201cIt opens the door for future jobs; future economic development that will help small business owners.\u201d<\/p>\n<p>\u200bKolter will reportedly pay $26 million for the property once the deal closes following the approval process. Alton Skyway will sit directly across the street from the $800 million <a target=\"_blank\" href=\"https:\/\/stpetecatalyst.com\/construction-begins-on-800-million-skyway-marina-project\/\" rel=\"nofollow noopener\">Sky Town Apartments project<\/a>.<\/p>\n<p>\u200bThe multi-phased redevelopment of the former Ceridian Campus is under construction. Sky Town will eventually boast 2,084 apartments, 69,000 square feet of retail space anchored by a Sprouts Farmers Market and a 120,000-square-foot self-storage facility.<\/p>\n<p>\u200bVolante Senior Living of St. Petersburg and the Sur Club apartment complex border the Alton Skyway site to its north and south, respectively. Additional recently completed residential projects in the area include The Addison Skyway Marina, Marina Walk and the Marina Club.<\/p>\n<p>\u200bSkyway Lofts II, an affordable housing development in the district, broke ground in March 2024. Construction should commence on Convivial St. Pete, a 170-unit retirement community, in 2026.<\/p>\n<p>\u200b\u201cWhile there has been notable residential development in the Skyway Marina District Activity Center, there is still strong demand for residential uses,\u201d states the Alton Skyway application. \u201cThe new density proposed by the project promotes the activity center\u2019s goals to make best use of the district\u2019s public resources.\u201d<\/p>\n<p>\u200bThe Kolter Group, which includes Kolter Urban and Multifamily, has completed multiple condominium towers in downtown St. Petersburg.
