Residents on Roosevelt Island are fighting against landlord submetering, a system that charges each apartment individually for electricity use. Northtown residents say that because of energy-inefficiency, they are getting overcharged, and that their utilities and rent are growing, but the living conditions are worsening.
The bottom line, according to Roosevelt Island residents, is that the low energy efficiency problem needs to be addressed before shifting costs onto tenants.
