On January 15, 2026, the New York State Police Special Investigations Unit (SIU), with assistance from New York State Police Troop G, the City of Albany Police Department, and the City of Troy Police Department, executed multiple search warrants throughout the Capital Region.

The search warrants were the result of a six-month investigation into the illegal possession and sale of firearms in the Capital Region. As a result of the investigation, investigators recovered 15 illegal handguns, four assault-style rifles, one automatic firearm conversion device (commonly referred to as a “gun switch”), numerous high-capacity magazines and feeding devices, approximately 25 pounds of marijuana, and U.S. currency.

All four men were arrested, arraigned, and remanded to the Albany County Jail or Rensselaer County Jail.

Those arrested include:

Isaiah Foy, age 21 from Albany, NY

• (3) counts of criminal possession of a weapon in the second degree
• (2) counts of criminal possession of a weapon in the third degree
• (8) counts of criminal sale of a firearm in the third degree
• Criminal possession of a firearm in the third degree

Bazeil Phoenix, age 31 from Cohoes, NY
• Criminal sale of a firearm in the second degree
• Criminal possession of marijuana in the first degree
• (3) counts of criminal possession of a weapon in the third degree
• (2) counts of criminal possession of a firearm
• Criminal possession of a controlled substance in the seventh degree

Marcos Delgado, age 22 from Troy, NY
• (3) counts of criminal possession of a weapon in the third degree
• Criminal sale of a firearm in the third degree
• Criminal possession of a firearm

Harrie Shelbyshorter, age 22 from Troy, NY
• (2) counts of criminal possession of a firearm in the third degree
