CORTLAND

COUNTY

A

collaborative

effort

between

members

of

the

New

York

State

Police

in

Troop

D

and

Troop

C

has

resulted

in

the

arrest

of

two

individuals

and

the

seizure

of

numerous

firearms

and

illegal

drugs.


On

January

14,

New

York

State

Police

arrested 

Clayton

J.

Carley,

26,

and 

Jeffrey

C.

Carley,

60,

both

of

Homer,

NY.

Each

was

charged

with

the

following

offenses:

In

August

2024,

New

York

State

Police

Troop

D

responded

to

a

burglary

complaint

involving

the

larceny

of

a

dirt

bike

in

Oswego

County.

On

January

12,

2026,

investigators

located

the

stolen

dirt

bike

listed

for

sale

on

Facebook

Marketplace

by

Clayton

Carley

in

Cortland

County,

specifically

in

the

town

of

Homer.

The

dirt

bike

was

positively

identified

by

the

victim

due

to

numerous

unique

characteristics

visible

in

the

online

posting.

Investigators

from

the

Troop

D

Community

Stabilization

Unit

(CSU)

interviewed

Clayton

Carley

at

his

residence

in

an

attempt

to

locate

the

stolen

dirt

bike.

During

the

interview,

Carley

stated

the

dirt

bike

had

been

sold

but

was

evasive,

dismissive,

and

uncooperative.

He

also

provided

investigators

with

intentionally

false

information

regarding

the

sale.



On

January

14,

2026,

members

of

the

Troop

D

CSU,

with

assistance

from

the

Troop

C

CSU,

Troop

C

Homer

Uniform

members,

and

the

Troop

C

Bureau

of

Criminal

Investigation,

executed

a

search

warrant

at

the

residence

of

Clayton

and

Jeffrey

Carley.



As

a

result

of

the

search,

the

following

items

were

seized:

Three

handguns.
• 

 

 

 

Five

assault

weapons.
• 

 

 

 

A

loaded

shotgun

with

a

barrel

length

less

than

16

inches,

classifying

it

as

a

firearm.
• 

 

 

 

Multiple

high-capacity

ammunition

feeding

devices.
• 

 

 

 

Approximately

18

pounds

of

cannabis

flower.
• 

 

 

 

Approximately

6

pounds

of

concentrated

cannabis.
• 

 

 

 

Approximately

5

ounces

of

psilocybin

mushrooms.
• 

 

 

 

More

than

12

mature

marijuana

plants

and

over

50

immature

marijuana

plants.
• 

 

 

 

Two

daggers.
• 

 

 

 

One

baton.
• 

 

 

 

Brass

knuckles.
•

rifles

and

shotguns.

U.S.

currency

in

excess

of

$5,000.

A

stolen

2024

motorcycle.



Both

Clayton

Carley

and

Jeffrey

Carley

were

processed

at

SP

Homer

and

transported

to

the

Cortland

County

Jail

for

Centralized

Arraignment.



Further

investigation

determined

that

Clayton

Carley

had

sold

the

stolen

dirt

bike

to

an

individual

residing

in

the

Buffalo

area.

Members

of

the

Troop

D

CSU

contacted

the

buyer,

who

cooperated

fully

and

arranged

for

the

dirt

bike

to

be

surrendered

to

the

New

York

State

Police

in

Hastings,

NY.
