ALBANY — The new 2026-2027 state school aid figures just announced by Gov. Kathy Hochul are “a good place to start,” New York State Education Department Regent Patrick Mannion said.

Mannion met with local education leaders Thursday evening at Oneida-Herkimer-Madison BOCES in New Hartford for a presentation for the Oneida-Madison-Herkimer Counties School Boards Institute. As part of his overview of state education, Mannion said he anticipated 2026 will be “an interesting year” as school districts construct their own budgets.

Those proposed school district budgets will go before stakeholders for their approval on Tuesday, May 19.

Mannion also acknowledged during the meeting that changes need to be made in the figuring of Foundation Aid amounts. Last year there were changes made that were “a start,” Mannion said, but more remains to be done.

Several area school district superintendents were at the OMH SBI meeting, but deferred immediate comment on the state aid projections until they had a chance to take a closer look at the figures.

In Oneida County, all districts but Clinton and Whitesboro saw an increase in proposed state aid. Rome is projected to receive $109,526,757, an increase of 4.61% from last year, and Utica, would receive $259,566,197, a 6.75% increase.

In Herkimer County, all school districts are looking at an increase, as are the two districts in the Daily Sentinel’s coverage area in Lewis County.

In Madison County, only Cazenovia and Oneida saw a proposed decrease.

Every school district in the Daily Sentinel coverage area of Oneida, Herkimer and Madison counties and part of Lewis County is projected to receive an increase in Foundation Aid. Most of those districts would see a 1% increase. Herkimer had the highest proposed percentage increase in Foundation Aid with a 5.92% increase.

FIGURESThe following aid figures are listed on the state’s 2026-27 Executive Budget Proposal, which are still pending final budget approval. The deadline for state lawmakers to approve a final budget for the state’s fiscal year 2027 budget is April 1.

If the proposed budget is approved as it stands, these are the figures for state school aid:

Adirondack would receive $20,479,520, an increase of $590,383 or 2.97% from last year. Foundation Aid is included in that aid figure, and would increase by $134,960 or 1%.

Camden would receive $45,519,647, an increase of $1,779,116 or 4.07% from last year. That amount includes an increase in Foundation Aid of $1,002,456 or 3.43%.

Clinton would receive $13,166,979, a decrease of $47,676 or 0.36% from last year. That amount includes an increase in Foundation Aid of $75,568 or 1%.

Holland Patent would receive $22,032,568, an increase of $1,139,843 or 5.46% from last year. That amount includes an increase in Foundation Aid of $130,600 or 1%.

New Hartford would receive $23,041,012, an increase of $365,272 or 1.61% from last year. That amount includes an increase in Foundation Aid of $147,404 or 1%.

New York Mills would receive $7,719,350, an increase of $200,666 or 2.67% from last year. That amount includes an increase in Foundation Aid of $45,145 or 1%.

Oriskany would receive $10,100,534, an increase of $574,493 or 6.03% from last year. That amount includes an increase in Foundation Aid of $53,602 or 1%.

Remsen would receive $8,505,134, an increase of $498,015 or 6.22% from last year. That amount includes an increase in Foundation Aid of $54,344 or 1%.

Rome would receive $109,526,757, an increase of $4,829,238 or 4.61% from last year. That amount includes an increase in Foundation Aid of $2,289,079 or 2.99%.

Sauquoit Valley would receive $16,025,486, an increase of $389,170 or 2.49% from last year. That amount includes an increase in Foundation Aid of $96,216 or 1%.

Utica would receive $259,566,197, an increase of $16,418,720 or 6.75% from last year. That amount includes an increase in Foundation Aid of $5,773,113 or 3.26%.

Vernon-Verona-Sherrill would receive $27,616,319, an increase of $355,681 or 1.3% from last year. That amount includes an increase in Foundation Aid of $186,275 or 1%.

Waterville would receive $16,649,167, an increase of $714,559 or 4.48% from last year. That amount includes an increase in Foundation Aid of $104,676 or 1%.

Westmoreland would receive $14,593,868, an increase of $848,945 or 6.18% from last year. That amount includes an increase in Foundation Aid of $85,588 or 1%.

Whitesboro would receive $41,509,205, a decrease of $1,060,816 or 2.49% from last year. That amount includes an increase in Foundation Aid of $247,686 or 1%.

Lowville would receive $22,937,694, an increase of $428,772 or 1.9% from last year. That amount includes an increase in Foundation Aid of $478,318 or 2.74%.

South Lewis would receive $21,426,026, an increase of $239,388 or 1.13% from last year. That amount includes an increase in Foundation Aid of $638,458 or 4.36%.

Central Valley would receive $50,571,725, an increase of $545,961 or 1.09% from last year. That amount includes an increase in Foundation Aid of $303,338 or 1%.

Dolgeville would receive $19,000,882, an increase of $890,429 or 4.92% from last year. That amount includes an increase in Foundation Aid of $128,581 or 1%.

Frankfort-Schuyler would receive $13,957,855, an increase of $539,911 or 4.02% from last year. That amount includes an increase in Foundation Aid of $81,940 or 1%.

Herkimer would receive $26,785,116, an increase of $1,229,827 or 4.81% from last year. That amount includes an increase in Foundation Aid of $946,156 or 5.92%.

Little Falls would receive $23,444,568, an increase of $200,876 or 0.86% from last year. That amount includes an increase in Foundation Aid of $154,855 or 1%.

Mount Markham would receive $26,594,426, an increase of $437,602 or 1.67% from last year. That amount includes an increase in Foundation Aid of $164,787 or 1%.

Poland would receive $9,157,189, an increase of $459,967 or 5.29% from last year. That amount includes an increase in Foundation Aid of $54,734 or 1%.

Town of Webb (Old Forge) would receive $1,316,356, an increase of $66,398 or 5.31% from last year. That amount includes an increase in Foundation Aid of $6,757 or 1%.

Van Hornesville would receive $4,588,614, an increase of $123,501 or 2.77% from last year. That amount includes an increase in Foundation Aid of $27,531 or 1%.

West Canada Valley would receive $14,332,561, an increase of $427,816 or 3.08% from last year. That amount includes an increase in Foundation Aid of $84,006 or 1%.

Brookfield would receive $5,863,145, an increase of $340,097 or 6.16% from last year. That amount includes an increase in Foundation Aid of $40,043 or 1%.

Canastota would receive $23,173,259, an increase of $945,665 or 4.25% from last year. That amount includes an increase in Foundation Aid of $139,070 or 1%.

Cazenovia would receive $13,445,461, a decrease of $156,074 or 1.15% from last year. That amount includes an increase in Foundation Aid of $77,097 or 1%.

Chittenango would receive $25,801,591, an increase of $380,998 or 1.50% from last year. That amount includes an increase in Foundation Aid of $164,909 or 1%.

DeRuyter would receive $7,433,558, an increase of $357,621 or 5.05% from last year. That amount includes an increase in Foundation Aid of $49,680 or 1%.

Hamilton would receive $6,407,377, an increase of $224,776 or 3.64% from last year. That amount includes an increase in Foundation Aid of $39,179 or 1%.

Madison would receive $8,860,502, an increase of $216,291 or 2.50% from last year. That amount includes an increase in Foundation Aid of $159,515 or 2.85%.

Morrisville-Eaton would receive $13,111,038, an increase of $435,385 or 3.43% from last year. That amount includes an increase in Foundation Aid of $182,569 or 2.14%.

Oneida would receive $28,656,491, a decrease of $97,578 or 0.34% from last year. That amount includes an increase in Foundation Aid of $192,158 or 1%.

Stockbridge Valley would receive $10,156,218, an increase of $602,475 or 6.31% from last year. That amount includes an increase in Foundation Aid of $65,231 or 1%.
