On February 7. 2026, New York State Police at Owego arrested Bianca T. Mann, 32 of Candor after a report of a vehicle that crashed on Candor Hill Road in the town of Candor.
The Trooper arrived to find a pick-up truck unoccupied against a set of trees. The Trooper learned that a passerby gave the driver and three children a ride to Dandy Mini Mart.
The Trooper located Mann at Dandy Mini Mart and observed that she displayed characteristics associated with impairment. Mann was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. The children, ages 9, 6 and 1, were turned over to a sober third party.
Mann was arrested and transported to SP Owego where her reportable B.A.C was .22%. Mann was charged with three counts of the class “E” felony of Aggravated Driving While Intoxicated with a Child Passenger Less than 16 (Leandra’s Law).
Mann was processed and issued appearance tickets to the Candor Town Court on February 16, 2026.
