Should New York slow down implementation of the climate law?

Last week, Gov. Kathy Hochul’s administration floated an idea to slow down implementation of the New York’s climate law.  

On Monday, Capital Tonight spoke with two advocates about the concept, one who for changing the law’s timeline, and one who is against it.
