The New York State Police in Hornell report the arrest of William J. Surmik, age 32, of Ohio, following a traffic stop in the town of Hornellsville, Steuben County.
On February 27, 2026, at approximately 9:17 a.m., troopers from SP Hornell observed a 2010 Ford pickup truck traveling on State Route 36 when the vehicle abruptly braked and swerved before coming to rest facing the west shoulder of the roadway. A traffic stop was initiated.
During the stop, the operator, identified as William Surmik, exhibited signs consistent with impairment. While interviewing Surmik, troopers observed a broken glass smoking device in plain view on the floorboards of the vehicle.
Subsequent to an investigation, troopers located and seized approximately 2.3 grams of suspected methamphetamine, approximately 0.8 grams of suspected LSD, and additional glass smoking devices.
Surmik was transported to SP Hornell for further investigation, where standardized field sobriety tests were conducted. He was determined to be impaired. A breath test indicated a BAC of 0.00%. Surmik was subsequently evaluated by a Drug Recognition Expert (DRE) and charged with Operating a Motor Vehicle While Impaired by Drugs.
Surmik was charged with the following:
•    Criminal Possession of a Controlled Substance 5th Degree (D felony)
•    Criminal Possession of a Controlled Substance 7th Degree (A misdemeanor)
•    Operating a Motor Vehicle While Impaired by Drugs (Unclassified misdemeanor)
•    Vehicle and Traffic Infractions
Surmik was transported to the Steuben County Jail for centralized arraignment.
