City Comptroller Mark Levine expressed concerns over New York City’s finances at the City Council’s first day of budget hearings.
Moody’s Rating, a debt-rating agency, said late Wednesday that it may soon downgrade the city’s credit rating, citing concerns about a projected budget gap.
The mayor says the move is premature, noting that the state budget that is due next month may help the city financially.
