For the past 21 years, the New York City government has gone about estimating its homeless population in a unique way. On a designated night, between midnight and 4am, over 1,000 volunteers walk the city’s streets, subway stations and parks, asking every person they meet if they have a place to sleep tonight.

Known as the Homeless Outreach Population Estimate (HOPE), the yearly survey becomes the basis for the funding the city receives from the US Department of Housing and Urban Development.
