The fire was upgraded to a second alarm just after 4 p.m., officials said.
When fire crews responded to the scene, thick black smoke and flames were seen from the third and fourth floors. A person was seen waving out a window, signalling for help.
Officials say a daycare was on the fourth floor and that some of the children were transported to a local hospital as a precaution. A neighboring store opened its doors to keep some of the children safe and warm after they were able to get out of the building.
