New York City has launched an initiative to expand Accessory Dwelling Units (ADUs) in low-density neighbourhoods across the five boroughs. Led by the Department of Housing Preservation and Development and the Department of Buildings, the initiative includes a toolkit for ADU delivery and funding for homeowners.

The most notable development is the launch of the ADU for You toolkit, a digital platform designed to guide homeowners through the planning, financing, and construction process. The toolkit includes a guidebook, feasibility assessment tools, and cost-estimation resources intended to streamline project development. Among the collaborators for the program were WXY Architecture + Urban Design.

A key feature of the platform is the Pre-Approved Plan Library, which provides a selection of ready-to-build ADU designs that have already been reviewed for compliance with city regulations. The library initially includes nine pre-approved plans for detached backyard cottages. Among the architecture firms whose designs are in the toolkit are SITU, BEAM Architects, and Reform Architecture.

Homeowners selecting the designs can work directly with the teams responsible for the plans, aimed at reducing the complexity and duration of the permitting process. Additional designs are expected to be added over time as more submissions are approved.

Meanwhile, the city has also relaunched the Plus One ADU program, which offers homeowners up to  $395,000 in combined financing to support the design and construction of ADUs. The ADU typology was formally legalized in New York City in December 2024, enabling the creation of small, self-contained residential units on existing properties.
