On March 28, 2026, at approximately 1:54 a.m., the New York State Police responded to the Anchorage Motel located at 164 Lake Street, in the village of Rouses Point, for an unresponsive male.  Tyrone Biggs, age 57, of Rouses Point, NY, was subsequently located deceased in his apartment.  The Clinton County Coroner responded to the scene, pronounced Biggs deceased, and later authorized the removal of the body to Glens Falls Hospital.

An investigation determined that Austin Lapier, age 31, of Rouses Point NY, killed the victim during the evening hours of March 27, 2026.  Austin Lapier was located, taken into custody with assistance from the Northern Regional Special Response Team, and transported to SP Champlain for further questioning.  New York State Police members charged Lapier with Murder in the Second Degree and Criminal Possession of a Weapon in the Third Degree.

Lapier was arraigned in the Town of Mooers and remanded to the Clinton County Jail without bail.

An autopsy is scheduled for March 29, 2026, at 9:00 a.m. at Glens Falls Hospital to determine the official cause and manner of death.

The investigation remains ongoing and is being conducted by the New York State Police Bureau of Criminal Investigation, with assistance from the Clinton County District Attorney’s Office.
