Rodriguez faces multiple charges, including three counts of murder, attempted murder, criminal possession of a weapon, assault, hindering prosecution and tampering with a witness, police said.
Authorities said the charges stem from the April 1 shooting death of Kaori Patterson-Moore, who was struck by a bullet while sitting in a stroller near Humboldt and Moore streets in Williamsburg.
Another suspect, 21-year-old Amuri Greene, has also been charged with multiple counts of murder, attempted murder and weapons possession, in connection with the shooting.
Investigators said Rodriguez was driving a moped against traffic on Humboldt Street while Greene rode on the back. Greene is accused of firing two shots, striking the infant.
Police said the shooting was the result of a dispute and that the gunman told investigators he intended to shoot someone else in the crowd.
A funeral for Patterson-Moore was held Monday at a Brooklyn funeral home, where the Rev. Al Sharpton, founder of the National Action Network, delivered the eulogy.
