Temperatures turn cooler with widespread rain Tuesday night into Wednesday. Cooler than average temperatures will continue through the end of the week.

1. Former correction officer makes surprise guilty plea at start of Mid-State murder trial

Former Mid-State correction officer Caleb Blair pleaded guilty to first-degree manslaughter Monday in the beating death Messiah Nantwi, a 22-year-old incarcerated man at the facility. Blair made the surprise plea in Oneida County Court upon arriving to stand trial in the case.

2. Syracuse Common Council to discuss biometric identity technology restrictions

Just days after a local law was passed in Erie County to prohibit biometric identification in commercial settings, the city of Syracuse could make a similar move. The Syracuse Common Council will, at its regular meeting Monday afternoon, consider a local law proposal that would “prohibit the use of biometric surveillance systems by owners and operators of places of public accommodation within the City of Syracuse.”

3. New York lawmakers pass 9th state budget extender that runs through May 6

The New York state Legislature on Monday passed a ninth state budget extender — now more than a month past the budget’s deadline — which was signed into law by Gov. Kathy Hochul. The extender runs through Wednesday and funds state operations. The budget was due April 1.

3. Syracuse, Cornell men earn home NCAA lacrosse openers

Syracuse University’s men will start the NCAA lacrosse tournament at home this weekend. The Orange (11-5) are the No. 6 seed in the Division I tournament bracket, and will host Yale at 5 p.m. Sunday at the JMA Wireless Dome. The winner will face either No. 3 seed North Carolina or UAlbany in the quarterfinal round.

4. New York moves to keep control over vaccine standards

As the Trump administration moves to reduce the number of recommended vaccines for children, New York lawmakers are taking steps to maintain state control over immunization standards. A bill recently approved in Albany would allow state health officials to set their own vaccine guidelines, even if federal recommendations change.

5. U.S. claims progress in reopening Strait of Hormuz, saying two merchant ships have transited

The U.S. military said Monday that two American-flagged merchant ships had successfully transited the Strait of Hormuz and that Navy guided-missile destroyers in the Persian Gulf were helping to restore shipping traffic. It separately denied Iran’s claims to have struck an American Navy vessel.

6. Gas prices up 35 cents a gallon over past week; volatility expected to continue

Gas prices are likely to continue their bumpy ride amid ongoing conflict over the Strait of Hormuz, experts say. Despite President Donald Trump’s announcement that the United States will guide ships through the Iran-controlled waterway that has effectively been closed for more than nine weeks, oil prices jumped early Monday on conflicting reports of an Iranian strike on a U.S. Navy vessel.
