New York City has officially opened applications for its first free 2-K seats, expanding access to early childhood education for thousands of families this fall.

NYC Is Offering Free Child Care for 2-Year-Olds — Here’s How to Apply
The day has finally come. New York City just opened applications for its first-ever free child care seats for 2-year-olds, bringing early childhood education to more neighborhoods this fall.
Mayor Zohran Mamdani and Governor Kathy Hochul announced the launch alongside students and educators at Sheldon R. Weaver Child Care Center in the Rockaways, one of the neighborhoods included in this first rollout.
“In partnership with Governor Hochul, this fall, 2,000 families will have access to free 2-K seats, and next year that number will grow to 12,000 families in every borough,” said Mayor Mamdani. “Today’s application launch brings us closer to a city where every family can access they need, and every child gets the strongest possible start.”
Schools Chancellor Kamar Samuels pointed to the expansion of early learning access across the city.
“For the first time, families can log on to MySchools.NYC right now and see real, high-quality 2-K programming options that are free,” said Samuels. “This is what it looks like when a city truly invests in its children and communities.”
Council Member Jennifer Gutierrez emphasized the importance of reliable early care for working families. “As a working mother, I know how difficult it is to leave your child in someone else’s hands, but for so many of us, it is our only option,” she said.

Who Can Apply Right Now
For this first round, free 2-K seats are available to families in five school districts:
District 6: Washington Heights, Inwood, and Hamilton Heights, as well as parts of Manhattanville
District 10: Fordham, Belmont, Norwood, Marble Hill, Morris Heights, Riverdale, Spuyten Duyvil, Van Cortlandt Village, and Kingsbridge, as well as parts of Kingsbridge Heights, Bedford Park, Mount Hope, Claremont- Bathgate, and East Tremont
Districts 18 and 23: Canarsie, Rugby-Remsen Village, Brownsville and Ocean Hill, as well as parts of East Flatbush- Farragut and Prospect Lefferts Garden-Wingate
District 27: Ozone Park, South Ozone Park, Richmond Hill, Woodhaven, Howard Beach, and Rockaways, as well as parts of Lindenwood and Springfield Gardens North
If you’re not in one of these districts, the city plans to expand to 12,000 seats across all five boroughs next year.
What the Program Looks Like
Many of the seats are full-day programs running 8 am. to 6 pm., 260 days a year, designed around real working-parent schedules. Programs will be offered through both child care centers and licensed family child care homes.
This fall, 2,000 families will get spots. That’s a small start, but it’s a start.
