An interactive map and study have been made available to the public for Manhattan by Borough President Brad Hoylman-Sigal.

The map features every 311 dog waste complaint filed in Manhattan between Jan. 2024 and April 2026.

“Our new report provides comparative data among neighborhoods of one of Manhattan’s most vexing quality of life problems: dog waste collection,” said Hoylman-Sigal. “While, of course, dog owners must do more to pick up after their pets, our report shows other strategies that can be effective, too.”

Data from the study reveal that complaints nearly triple during the period between February and March versus the period from October to November. 

Dog waste complaints peaked in February 2026, which coincided with the snowy weather that occurred during the period, according to the report.

Residents who live in Washington Heights and Inwood tend to complain the most on 311, according to the study; however, the data shows it is an outlier when compared to the rest of the borough.

There is also a correlation between rising dog waste complaints and a lack of litter baskets in those neighborhoods, the data show.

Areas with higher dog waste complaints also coincide with areas where high rates of rats are reportedly seen, according to the report.

The study also reveals recommendations for combating dog waste complaints.

It recommends adding litter baskets at key areas where dog waste complaints rose, installing waste bag dispensers, and keeping them supplied.

They also recommend conducting outreach programs in November or December, before dog waste complaints rise in the middle of winter. 

Lastly, they recommend reporting any dog waste complaints to 311, so that the additional data can be gathered for future studies.
