An affordable housing lottery has launched for a new 13-story development on Atlantic Avenue in East New York. The 229-unit building largely replaced a row of two and three-story mixed-use buildings that long stood on the arterial route, which was part of the neighborhood’s areawide rezoning.
Included in the lottery for the project, dubbed 2683 Atlantic Avenue Apartments and located at 2683 Atlantic Avenue, are 58 two-bedroom units, all rent stabilized and subject to income limits. Most are truly affordable, with 47 apartments set aside for households of two to five people earning 40 and 60 percent of Area Median Income, or $49,989 to $109,920 a year, according to the listing.
In those brackets there are 23 two-bedroom apartments renting for $1,238 and 24 renting for $1,967 a month. The remaining 11 units in the lottery are for households earning 110 and 130 percent AMI, or $137,452 to $238,160 a year for households of two to five people. There are nine two-bedroom units for $3,789 a month and two more two-bedroom apartments for $4,518.

Permits show the new building was developed by Aron Schwartz through Ascot Group LLC and designed by Isaac & Stern Architects. Apartments have air conditioning and some have private outdoor spaces, according to the listing. Building amenities include a pool, spa, gym, yoga studio, and bike storage. The listing says fees may apply for some. Tenants have to pay for electricity, which includes the stove and heat. The building is smoke free.
Renderings show the large building, which sits on the corner of Atlantic and New Jersey avenues, with a striking zigzag facade that mixes light gray brick and large floor-to-ceiling windows framed with black metal. Ground floor commercial space has floor-to-celling windows broken up with black metal panels.

The building replaced a row of six low slung buildings that ran between New Jersey Avenue and Vermont Street. The only smaller building remaining on the block is the two-story structure on the corner of Atlantic Avenue and Vermont Street.
Records show that all the properties, aside from the corner building, were acquired by related LLCs over the past seven years for a total of $10.499 million. Demolition permits were issued in 2025, the same year the new building permit was issued.

Given 2683 Atlantic Avenue is within the area of East New York rezoned in 2016 and takes advantage of the rezoning, it must contain truly affordable units as part of the Mandatory Inclusionary Housing program. It will also likely benefit from the 421-a tax break, which requires a set aside of income restricted, rent stabilized units.
The 2683 Atlantic Avenue Apartments lottery closes June 12. To apply, visit the listing on New York City’s Housing Connect website.
