In another affordable housing lottery brought about by the Gowanus rezoning, an under-construction 14-story development on 4th Avenue is offering a handful of truly affordable apartments, including five two-bedrooms for $1,238 a month.
Included in the lottery for 282 4th Avenue Apartments are 13 one- and two-bedroom apartments, all rent stabilized and income restricted, 10 of which could be deemed truly affordable. Those are set aside for families earning 40 and 60 percent of the Area Median Income, or between $41,658 and $91,620 a year for households of one to five people, according to the listing.
Of the affordable units, there are five one-bedrooms going for $1,051 and $1,658 a month and five two-bedrooms set at $1,238 a month. The remaining three apartments are aimed at households of one to three people earning 110 of AMI, or $114,549 to $201,520 for households of one to five people. One-bedrooms in this bracket cost $3,177 and two-bedrooms are $3,789 a month.

Permits show that Leandro Nils Dickson Architect designed the 48-unit building, and David Halberstam of Bruklyn Builders is listed as the developer.
As well as a dog park, fitness center, and sundeck, the building will have a shared laundry room and bike storage lockers, according to the listing. Fees may apply for some amenities. The building is smoke free and pet friendly, the listing says, and apartments have energy efficient appliances and air conditioning. Tenants pay for electricity, which includes the stove and heating. Rent includes hot water.
Renderings show a tall, narrow orange brick building with tall arched windows. A swath of balconies finished in dark brown metal runs down the length of the building. The ground floor and a setback penthouse are also finished in dark brown metal and have large windows. Permits show the ground floor will be commercial space.

Prior to the new development, the three-lot site, which covers what was 280 to 284 4th Avenue, held three low rise structures. Two were single-story commercial buildings and one was a two-story mixed-use 19th century structure. City records show 282 4th Ave Owner LLC acquired the site in 2024 for $7.85 million.
Demolition permits for the buildings on site were issued in late 2024 and a new-building permit was issued in January this year. The building does not yet have a certificate of occupancy.
Because the development takes advantage of the rezoning, it is required to include affordable units under the city’s Mandatory Inclusionary Housing program. It is also expected to receive the 421-a tax break, according to the listing.
