For many teens, one of the biggest milestones of their formative years is finally getting their learner’s permit or driver’s license.
From the newfound freedom of hitting the road on their own to blasting music with friends in the passenger seats, those first few years behind the wheel are bound to come with plenty of memories.
Of course, even though teens are surely having lots of fun, these milestones can often be worry-inducing for parents—especially here in our favorite city. But we have some news that might provide a little reassurance: New York has just been named the best state in the country for teen drivers.
According to a new WalletHub ranking, New York took the No. 1 spot overall after being evaluated across 23 metrics spanning safety, economic environment, and driving laws. And while navigating NYC traffic may not always feel particularly relaxing, the Empire State actually ranked No. 2 for overall safety and has the fourth-fewest teen driver fatalities per capita in the country.

Why New York Was Named the Best State in the Country for Teen Drivers
New York’s top ranking comes down to a combination of strong road safety metrics, accessible education, and responsible driving habits among residents.
Traffic congestion in major cities aside, the state boasts the fourth-fewest teen driver fatalities per capita. A big reason for this success is early preparation: New York has the most driving schools per capita, giving young drivers ample access to professional instruction before taking the wheel solo. Teens in the Empire State appear to be taking these safety lessons to heart:
3rd-fewest teen DUI arrests per capita
4th-lowest percentage of drivers who use phones while driving
7th-lowest share of teens who text while driving
3rd-lowest prevalence of poor turning (accelerating excessively into turns)
So, while your teen may still have to learn how to merge onto the BQE without inducing parental panic, the numbers suggest New York is doing a pretty good job of making those first years behind the wheel a little safer.

New York’s Unique Driving Laws
New York’s legal framework plays a massive role in protecting teen drivers. It ranked 1st for the presence of impaired-driving laws, occupant-protection laws, distracted-driving/texting laws, and Graduated Driver Licensing (GDL) program laws.
The state has enacted nearly all optimal driving laws recommended by Advocates for Highway and Auto Safety. These strict legal parameters act as a crucial safety net:
Graduated Driver Licensing (GDL): Phase-based licensing ensures teens gradually earn driving privileges as they build real-world experience under lower-risk conditions.
Financial Incentives for Caution: New York carries the 7th-highest auto insurance premium increases for high-risk drivers (and a 6th-place rank for insurance premium spikes after adding a teen to a parent’s policy), giving families a serious financial incentive to prioritize safe driving habits from day one.
An Ongoing Record
This follows data that has named New York the best state in the nation for teen drivers for three years in a row, according to WalletHub’s 2024 and 2025 studies.
The state has consistently stood out for its strong teen driver safety record, abundance of driving schools, and comprehensive driving laws, including ranking among the states with the fewest teen driver fatalities per capita.
The New York DMV has also pointed to the state’s graduated driver licensing laws and year-round safety initiatives aimed at helping young drivers build experience while reducing risky behavior behind the wheel.
