A Staten Island family says years of landlord disputes have left their Annadale home barely livable. They say essential utilities were cut off, including electricity and water, while the heat was shut off for an entire winter. A judge directed the property owner to restore electricity, and Housing Preservation and Development took over the account. The department paid more than $13,000 through its Emergency Repair Program from July 2025 through May 2026. The family also says a stagnant pool, overgrown lawn and mosquito problem have made the property hard to live in. City records show open violations, unpaid penalties and the family is now searching for another place to live.
