ALBANY, N.Y. (NEWS10) — Governor Kathy Hochul is moving forward with implementing new requirements for artificial intelligence companies that do business in New York State.
Beginning in November, AI developers will be required to register through a state portal to prepare for compliance with the RAISE Act, which takes effect on January 1, 2027.

On Monday, the governor also announced the appointment of Marc Gilman, who will serve as deputy director for the RAISE Act, which is shorthand for “Responsible Artificial Intelligence Safety and Education Act.”
The move is a stark contrast to the federal government’s response to growing concerns over the dangers of AI. President Trump announced his administration will create an “AI Force”, but called fears over an AI takeover a “hoax.”

“I think the models are making amazing pace,” University at Buffalo Professor Dr. Karthik Dantu said. “It’s impacting daily life already tremendously.”
Dantu and New York Institute of Technology Professor Dr. Robert Alexander agreed the law, which will also require companies to report “critical” safety incidents to the state within 72 hours, comes at a crucial time.
“There are a lot of ways that AI is affecting us and impacting us,” Alexander said. “And it’s going to continue to do so in ways that are almost startling.”
The New York State Attorney General’s Office will act as the lead on enforcement of the new law.
